CTLR FAILED TO SPECIFY DIRECTION OF TURN FOR ACR X. ACR X HAD LTSS FROM ACR Y. SYS ERROR.

Narrative

I WAS WORKING JFK DEP WHEN THE SITUATION AROSE. I HAD 4 ACFT THAT WERE BEING VECTORED FOR THE N AND E GATES. EVENTUALLY IT BECAME APPARENT THAT THERE WAS A PROBLEM; BECAUSE THE E DEP CTLR FAILED TO TAKE THE HDOFS. AFTER QUERYING THIS CTLR; IT WAS RELAYED TO ME THAT E DEP HAD EXPERIENCED A PARTIAL RADAR FAILURE DUE TO A COMBINED POS STATUS WITH RADAR LIMITATIONS. THEREFORE; HE COULD NOT IDENT THE ACFT POSITIVELY AND COULD NOT TAKE THE HDOFS. I PROCEEDED TO VECTOR ACR X E DEP; TO A HDG OF 270 DEGS AT 9000 FT WITH A RESTRICTION OF 270 KTS. NEXT; I TURNED ACR Y N DEP; L TO 270 DEGS AT 10000 FT WITH A RESTRICTION OF 250 KTS. ACR Y WAS APPROX 10 MI NE OF ACR X. ACR X WAS ISSUED A TURN FURTHER L TO 250 DEGS TO CONTAIN HIM IN MY AIRSPACE. THE ARTS TAG FLASHED AND I REALIZED THAT E DEP HAD TAKEN THE HDOF ON ACR X. I INFORMED HIM AND TOLD HIM TO TURN L HDG 040 DEGS. AT THAT PRECISE MOMENT; I WAS ADVISED THAT A POINTOUT HAD BEEN MADE AND THAT I SHOULD TURN ACR X NBOUND. I KEYED MY MICROPHONE AND TOLD ACR X TO AMEND HDG AND FLY HDG 360 DEGS; CLB AND MAINTAIN 11000 FT. HE READ THE INFO BACK TO ME AND WAS GIVEN A FREQ CHANGE. I ASSUMED THAT ACR X WOULD TAKE THE R TURN SINCE HIS TRACKS AT THE TIME WERE MORE W THAN E. HE DID NOT. ACR Y ASKED WHAT THE WDB WAS DOING AND I REALIZED THAT ACR X WAS TRACKING SBOUND IN A L TURN AND CLBING THROUGH THE ALT OF ACR Y.
