Narrative
ON THE ABOVE DATE AND TIME; WHILE IN RADIO CONTACT WITH BETHEL TWR; I WAS INVOLVED IN AN NMAC WITH AN SMA OPERATED BY AIR TAXI 1. I WAS APPROX 10 MI NE WHEN AIR TAXI 1 CALLED THE TWR TO RPT THE ARPT IN SIGHT AND TO CANCEL HIS IFR CLRNC. AIR TAXI 1 INDICATED HE WAS SW OF THE ARPT. TWR ADVISED HIM TO RPT A 3 MI FINAL FOR RWY 36. SHORTLY THEREAFTER; AIR TAXI 1 RPTED A 3 MI 'L DOGLEG' FOR 36. HE THEN CHANGED HIS RPT TO A 'R DOGLEG.' THE TWR CONFIRMED HE WAS ON A R DOGLEG. AIR TAXI 1 AFFIRMED AND WAS CLRED TO LAND ON 36. AN AIRPLANE FROM AIR TAXI 2 WAS TO FOLLOW AIR TAXI 1 AND I WAS TO FOLLOW AIR TAXI 2. A FEW MINS LATER AIR TAXI 1 CALLED THE TWR AND SAID THAT HE HAD MESSED UP AND WAS NOW ON A L DOWNWIND FOR 36. TWR CANCELLED HIS LNDG CLRNC; CLRED AIR TAXI 2 TO LAND AND CLRED MYSELF TO LAND #2. AIR TAXI 1 WAS TOLD TO FOLLOW MY AIRPLANE AND TO RPT ME IN SIGHT. TWR ASKED FOR MY POS AND I REPLIED THAT I WAS TURNING R BASE. THEY ASKED FOR EXACT POS AND I SAID I WAS 2 MI SE. I HEADED STRAIGHT FOR THE NUMBERS. I TURNED FINAL AT ABOUT 300 FT AND (AT THE MOST) 1/2 MI FROM THE NUMBERS. AS I TURNED I SAW AIR TAXI 1 ACFT ROLLING OUT ON FINAL AT MY ALT AND PERHAPS 250-300 FT OFF MY L WING. WE BOTH MADE EVASIVE TURNS. AIR TAXI 1 STATED THAT HE NOW HAD ME IN SIGHT. AFTER LNDG I CALLED THE TWR AND INQUIRED ABOUT THE INCIDENT. THE TWR SAID THEY DIDN'T SEE THE INCIDENT. ONE OF THE CTLRS STATED THAT AIR TAXI 1 WAS 'DOING 360'S OUT THERE' UNTIL HE COULD SEE MY AIRPLANE. #1'S 360 TURN WAS PERFORMED AT AN ALT OF 300 FT; ON THE EXTENDED CENTERLINE OF THE RWY AND WITHIN 1/2 MI OF THE ACTIVE RWY. I'M NOT SURE THAT THE TWR ERRED IN ANY WAY; BUT IT IS CLR THAT THE PLT OF AIR TAXI 1 ACTED IN A RECKLESS AND NEGLIGENT MANNER.
