Synopsis
Air Carrier Ramp personnel reported one of two DG containers were refused for transport due to difficulties in loading DG data for Dangerous Goods.
Narrative
Upon working flight; ZZZ-ZZZ1; I ran into a situation while loading two containers with DG. the load planner requested that they be loaded in the aft bulk. I proceeded to assign the items to the bulk on the NOTOC [dangerous good form] and was unable to pull up a NOTOC to provide the flight crew a copy. After several attempts; and time moving along; I called the Manager and requested a visit to XXX to address my issues. The Manager responded and came over. At this time; the Manager; myself; and the First Officer were together looking over the NOTOC on the load planning computer. I explained that it would not accept and should be refused. The Manager suggested to assign the units in front and then handwrite the changes on the NOTOC. This is where the containers were assigned X and Y. the items were assigned to the bulk and the sheet was pulled up and the location handwritten. the load continued when the Manager explained the packages could not share a compartment together. the front was locked up and cubed out as well as the aft cargo. this is why a one piece refusal occurred.Would not accept location while inputting NOTOC info. The Manager mentioned I would be talked to and receive paperwork. for his suggestion I might add.[I] was not aware of the full disclosure of the restricted article on the trip plan; nor explained on the NOTOC. No remarks on the plan. One item was loaded and one was refused.
