Narrative

ON THE DAY IN QUESTION I HAD JUST ARRIVED AT GRR FOR A QUICK TURN AROUND AND OUT TO TVC. APCH CTL ADVISED THE MAIN RWY WOULD BE CLOSING AT XA50 LCL FOR SNOW REMOVAL. AT XB00 LCL I RECEIVED TAXI INSTRUCTIONS AND WAS TOLD RWY 8R WAS CLOSED. AS I BEGAN MY TAXI A MAJOR AIRLINER WAS ROLLING ON 8R. I ASKED GND CTL IF I WOULD BE ABLE TO DEPART ON 8R SINCE THEY HAD KEPT IT OPEN 10 MINS LONGER ALREADY. THEY SAID NO. SNOW REMOVAL HAD BEGUN AT XB10 LCL TIME. I TAXIED TO RWY 8L. TWR VISIBILITY WAS GIVEN ON TAXI AS 3/4 MI. REQUIRED VISIBILITY FOR TKOF WAS 1 MI. ON ARR TO RWY 8L; A RWY OF ALMOST 4000 FT IN LENGTH. HOLDING SHORT OF THE RWY I WAS ABLE TO SEE TREES AND TERRAIN AT THE OPPOSITE END OF THE RWY INDICATING VISIBILITY GREATER THAN RPTED. TWR VISIBILITY WAS MOST LIKELY RESTR BY THE SNOW REMOVAL OPS ON THE PARALLEL RWY. THE TKOF WAS MADE BELIEVING THAT AS PIC AN OBSERVATION OF REQUIRED VISIBILITY FOR A PROC COULD BE MADE FOR A TKOF AS IT CAN BE MADE FOR A LNDG. RVR IS CTLING TWR VISIBILITY IS NOT; THIS IS AS I'VE BEEN RECENTLY INFORMED; FOR LNDG ONLY.
