ON E TKOF FROM LAX AN ACR WDB GOT A TCASII RA AS THEY PASSED 1200 FT. ACFT OFF PARALLEL RWY HAD FAILED TO TURN IN ACCORDANCE WITH SID.

Narrative

DEPARTING LAX RWY 7R; IMPERIAL 2 DEP. AT ABOUT 1200 FT AGL; BEFORE SLAT RETRACTION; I HAD A TA BY 'RA' ON THE TCASII SYS COMMANDING STOP CLB AND DSND. INDICATIONS ON THE TCASII SCOPE SHOWED CONFLICTING ACFT LESS THAN 1 MI; 200 FT ABOVE TO MY L 9:30-10 O'CLOCK LOCATION. UPON ADVISING DEP CTL I WAS INFORMED AN ACFT HAD TAKEN OFF THE N COMPLEX RWY 6 ON THE GABRE 4 DEP HAD NOT MADE HIS L TURN AT THE 4 DME TO A HDG OF 055 DEGS LEADING TO THE CONFLICT. THE TCASII WORKED AS ADVERTISED. WE DID NOT SEE THE OTHER ACFT; DO NOT KNOW ITS TYPE; COMPANY OR HOW CLOSE WE ACTUALLY WERE. THE QUESTION OF WHEN TO MAKE THE L TURN TO 055 AT 4 DME ON THE GABRE 4 DEP SHOULD BE RESOLVED. DO THEY ALWAYS TURN AT 4 DME OR WAIT FOR DEP CTL OR THE TWR TO ISSUE THE TURN? THE NEW PROCS ON THE LAX 1 DEP OFF 25R; THE TWR OR DEP WILL NO LONGER ISSUE THE FIRST L TURN TO 220 DEGS. THE PLT TURNS UPON XING A RADIAL OFF THE VENTURA VOR. DO NOT HAVE THE CHART AT HOME TO IDENT THAT RADIAL. MAYBE THE FIRST TURN SHOULD ALWAYS BE MADE BY THE PLT AT A DME OR RADIAL. THIS WILL REDUCE THE RADIO TFC BY AT LEAST 2 TRANSMISSIONS.
