ACR X NEAR GND COLLISION WITH ACR Y. EVASIVE ACTION TAKEN EMER STOP.
Narrative
ACR X WAS CLRED TO TAXI IN AN EXPEDITED MANNER TO THE #1 POS ON RWY 1L AT SFO ARPT. WE DID SO AND WHILE COMPLETING OUR CHKLIST; I NOTICED ANOTHER ACR Y TAXIING RAPIDLY ON THE PARALLEL TAXIWAY TO MY L. THINKING THAT I HAD THE RIGHT-OF-WAY AND THAT THE OTHER ACFT WOULD SLOW DOWN; I CONTINUED TO TAXI. WHEN I ENTERED THE INTXN JUST PRIOR TO THE RWY IT SUDDENLY BECAME OBVIOUS THAT THE OTHER ACFT HAD NO INTENTION OF STOPPING AND SO I IMMEDIATELY SLAMMED ON THE BRAKES. THE OTHER ACFT MADE A HIGH SPD TURN ONTO THE RWY; NARROWLY MISSING OUR ACFT AND PROCEEDED TO TKOF. I FEEL THAT IF I HAD NOT STOPPED; A COLLISION WOULD HAVE BEEN IMMINENT. AFTER QUESTIONING GND CTL; I FOUND OUT THAT THE OTHER ACFT MISSED THE PREVIOUS INTXN. CONCLUSION: 2 AIRPLANES WERE HDG FOR THE SAME SPOT; BOTH THINKING THAT THEY WERE CLRED. 1 ACFT WAS ON TWR AND THE OTHER WAS ON GND FREQ SO THEY COULDN'T TALK TO EACH OTHER. HAD WE NOT STOPPED; A SERIOUS PROBLEM COULD HAVE OCCURRED. SUPPLEMENTAL INFO FROM ACN 198143: AS FO ON ACR X AT SFO (DEST LOS ANGELES) I SWITCHED FROM OUR RAMP CTL TO GND CTL AND WE WERE TOLD TO EXPEDITE TO RWY 1L AND THAT WE WERE #1 FOR THE RWY. WE WERE AWARE THAT ACR Y WAS ALSO COMING FROM A DIFFERENT GATE AREA FOR AN LA DEP. AS WE APCHED THE RWY I WAS BUSY WITH THE CHKLIST AND JUST PRIOR TO XING THE OUTER TAXIWAY I SWITCHED TO TWR FREQ. WE HAD NOT HEARD ANY TALKING ON TWR AND WERE WITHIN 20 FT OF MAKING A NORMAL STOP AT THE HOLD LINE WHEN THE CAPT SAID SOMETHING AND CAME TO A SUDDEN STOP. I LOOKED TO THE L AND SAW A NOSE OF ACR Y COMING FROM OUR L REAR; PASSING VERY CLOSE TO OUR NOSE. I FULLY EXPECTED HIS WING TIP TO COLLIDE WITH OURS AND WAS SURPRISED TO SEE HIS WING PASS WITHIN 10 FT OF OUR COCKPIT. THE ACR Y JET NEVER SEEMED TO SLOW DOWN AND CONTINUED ONTO THE RWY AND TOOK OFF. THE CAPT CALLED GND WHO SAID THAT ACR Y WAS TOLD TO TAKE THE RWY AT H (1 TURN BEFORE M WHERE WE WERE). IT SEEMS HIGHLY UNLIKELY THAT NEITHER ACR Y PLT SAW US. IT WAS A CLR NIGHT AND OUR LIGHTS WERE ON. THEY MAY HAVE BEEN VERY INTENT ON FOLLOWING THE IMBEDDED GREEN TAXIWAY LIGHTING WHICH THEY WERE EXACTLY OVER WHEN THEY PASSED US. I FIND IT DIFFICULT TO BELIEVE THAT THEY WOULD INTENTIONALLY GET THAT CLOSE TO ANOTHER ACFT. BEFORE CONTINUING OUR TKOF; THE CAPT HAD TO CALM THE FEARS OF THE PAX ON THE L SIDE; MOST OF WHOM SAW THE INCIDENT AND WERE POINTING IT OUT TO THE FLT ATTENDANTS; ONE OF WHOM ALSO THOUGHT WE WOULD BE HIT AND TOOK THE CRASH POS. NEEDLESS TO SAY; WE ALL NEED TO KEEP OUR EYES OUTSIDE THE ACFT WHILE THE ACFT IS IN MOTION.
