MIL FGT'S HAD NMAC LTSS FROM CPR Y. SYS ERROR.

Narrative

ON V192 I WAS INSTRUCTING ANOTHER CTLR ON THE LCL CTL POS. ON THIS OCCASION A PAIR OF MIL FGT'S WERE ON A R DOWNWIND FOR RWY 17 WHILE A CPR Y WAS INBOUND FROM THE NW. THE DEVELOPMENTAL TOLD THE FGT'S TO FOLLOW AN ACR ON A 2-3 MI FINAL FOR RWY 17. THE FGT'S RPTED THEY HAD THE ACR IN SIGHT AND WOULD FOLLOW. AT THIS TIME THE DEVELOPMENTAL SHOULD ALSO HAVE TOLD THE FGT'S ABOUT CPR Y JET TO INSURE SEPARATION. AT THIS TIME AN INEXPERIENCED GND CTLR BEGAN TO INCESSANTLY ASK US TO GET ON RWYS WITH VEHICLES. THIS CAUSED US TO DIVERT OUR ATTN FROM THE IMPENDING SITUATION. THE FGT'S WENT UNDERNEATH CPR Y AND QUESTIONED US ABOUT THE TFC. THEY LATER SAID THEY WERE 500 FT BELOW CPR Y WHICH IS ADEQUATE SEPARATION. ALSO WITH OUR ATTN DIVERTED WE DIDN'T POINT OUT THE FGT'S TO APCH CTL. WE WERE UNDER THE ASSUMPTION THE FGT'S WOULD TURN INTO THE ARPT BEFORE LEAVING THE ATA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. THE RPTR STATED HE HAD TOLD THE APCH CTLR HE WAS GOING TO PUT THE FGT'S BTWN THE ACR AND CPR Y. TFC WAS ISSUED TO BOTH ACFT WHEN THEY WERE 1 MI APART AND 200 FT. BOTH ACFT WERE IN THE ARSA. VISUAL SEPARATION WAS NOT APPLIED. NMAC AND SYS ERROR WAS FILED. CPR Y TOOK EVASIVE ACTION.
