FERRY FLT TO MAINT PLANNED FOR ACFT; TAXI OUT AND TKOF REVEALED NUMEROUS OTHER DEFICIENCIES IN FLT PANEL INSTS.

Narrative

FLT FROM BUFFALO TO ATLANTA WAS TO BE A MAINT FERRY; DUE TO NOSE GEAR 'RED' UNSAFE LIGHT ILLUMINATED. ACFT HAD BEEN TOWED INTO THE GATE AT AN ODD ANGLE. ON TAXI OUT; WHEN PITOT HEAT WAS SELECTED ON; ANNUNCIATION MESSAGE 'PITOT/STALL HEAT OFF' ILLUMINATED. SELECTED ALL POS AND FOUND 0 CURRENT ON L STALL PROBE. CONSULTED ABNORMAL PROC AND MEL; WHICH STATED THE STALL VANE COULD BE UNHEATED IF FLT DID NOT OPERATE INTO KNOWN OR FORECAST ICING. AS BUFFALO WAS CLR AND ATLANTA WAS 53 DEGS; I DECIDED TO CONTINUE AND STAY BELOW CLOUD COVER (BASES WERE ABOUT 28000 FT). ON LIFTOFF; AT ABOUT 200 AGL; 'MASTER CAUTION' CAME ON WITH 3 ADDITIONAL MESSAGES: STALL INDICATION FAIL; AUTO SLAT FAIL; AND WIND SHEAR WARN FAIL. ALSO LOST FAST/SLOW INDICATIONS. ENRTE; DID SOME TROUBLESHOOTING INCLUDING A STALL SYS TEST WHICH THE L SIDE FAILED; R SIDE PASSED. AFTER LNDG IN ATLANTA; FOUND L STALL VANE WAS DAMAGED; PROBABLY FROM THE JETWAY IN BUFFALO DUE TO THE ODD ANGLE OF ACFT RELATIVE TO THE GATE. I HAVE 2 SUGGESTIONS TO MAKE. FIRST; CHANGE 'PITOT/STALL HEAT OFF' ABNORMAL PROC TO INCLUDE A STALL SYS TEST. I ASSUMED WE HAD LOST ONLY ELECTRICAL PWR TO THE VANE. SECOND; I WAS UNAWARE THAT ACFT HAD TO HAVE A SPECIFIC 'NO ICE DISPATCH' TO LEGALLY DEPART THE STATION IF THE STALL PROBE WAS NOT HEATED. PERHAPS THIS COULD BE INSERTED INTO THE NEXT REVISION OF COMPANY OPS MANUAL.
