PLT OF SMT INTRUDED INTO ACTIVE RWY. CAUSED GAR OF TAIL DRAGGER TYPE ACFT. NARROWLY MISSING TAXIING RPTR ON RWY.

Narrative

I CALLED FOR TAXI INSTRUCTION FROM FBO AVIATION. CTLR TOLD ME TO TAXI TO RWY 27. I DON'T REMEMBER THE CTLR TELLING ME TO HOLD SHORT OF RWY 21 WHEN I CALLED FOR TAXI INSTRUCTIONS. WHILE TAXIING TO RWY 27; I ASK FOR FREQ CHANGE TO MGM FSS RADIO TO FILE IFR FLT PLAN TO TALLAHASSEE; FL. I TOLD GND CTL I WOULD MONITOR GND CTL. WHEN I WOULD KEY THE MICROPHONE IT WOULD CUT GND CTLR OUT. WHEN I RELEASED THE MICROPHONE BUTTON GND CTL WAS TALKING TO ANOTHER ACFT. I WAS TRYING TO LISTEN TO GND CTL AND A REPLY FROM FSS. I DID NOT GET A REPLY FROM MGM FSS SO I SWITCHED BACK TO GND CTL AND ASK FOR ANOTHER FREQ. WHEN I RELEASED THE MICROPHONE BUTTON FSS WAS CALLING ME ON FSS FREQ 122.55. I WAS PASSING MGM CTL TWR AT THAT TIME. I SWITCHED BACK TO FSS TO ANSWER THEM; BY THAT TIME I WAS ABOUT 25 FT FROM RWY 21. WHEN I HEARD GND CTL SAY HOLD SHORT OF RWY 21. AT THAT TIME; MY ACFT WAS 1/4 OF THE WAY ON THE RWY. THE NEXT THING I KNEW A SINGLE ENG TAIL DRAGGER WAS PASSING ABOVE THE NOSE. I DID STOP THE ACFT ON THE OTHER SIDE OF RWY. FROM THE TIME I HEARD THE GND CTLR SAY HOLD SHORT AND MY REACTION TIME I HAD TRAVELED APPROX 25 FT UNTIL I CAME TO FULL STOP ON THE OTHER SIDE OF RWY. I WOULD LIKE TO SUGGEST THAT IT BE PUT IN THE AIM THAT THERE WILL NOT BE A FREQ CHANGE APPROVAL AT A CTL ARPT IF THE ACFT IS TO CROSS ANY RWYS. IF THE CTLR HAD TOLD ME HE COULD NOT APPROVE A FREQ CHANGE I WOULD HAVE HEARD HIM TELL ME TO HOLD SHORT OF THE RWY BEFORE I GOT ON TO RWY 21. UPON ARRIVAL TO DEST; TALLAHASSEE; FL; I PHONED THE TWR CHIEF IN MGM TO DISCUSS THE INCIDENT. I ALSO PHONED GATO OFFICE IN BIRMINGHAM; AL; AND RPTED THE INCIDENT. THE GATO OFFICE WAS VERY COOPERATIVE ABOUT ME CALLING BEFORE MGM TWR CHIEF CALLED. I TOLD THEM IT WAS MY FAULT THIS HAPPENED. FROM THIS INCIDENT I HAVE LEARNED NOT TO ASK FOR FREQ CHANGE WHILE TAXIING.
