Narrative
JAN/92 FLT WAS INBOUND TO SAN JOSE FROM FRESNO. APPROX 18 DME FROM SJC; BAY APCH CTL INSTRUCTED FLT TO INTERCEPT THE 30L LOC; MAINTAIN 4000 FT UNTIL ESTABLISHED AND CLRED US FOR THE APCH. THE CURRENT ATIS RPTED THE WX AS ABOVE LNDG MINS. PRIOR TO TURNING THE FLT OVER TO SAN JOSE TWR; THE RVR FOR 30L WAS RPTED AT 6000 FT. AT APPROX 12 DME BAY APCH TURNED THE FLT OVER TO TWR. AT APPROX 10 DME SAN JOSE TWR CLRED FLT TO LAND ON RWY 30L AND RPTED RVR OF 4000 FT. AT THIS TIME THE ACFT WAS ESTABLISHED ON THE LOC AND GS. AT APPROX 6 DME TWR RPTED RVR OF 3000 FT AND DECREASING. AT APPROX 5 DME TWR RPTED RVR OF 2400. AT APPROX 4 DME TWR RPTED RVR OF 2200. THE APCH WAS CONTINUED EVEN THOUGH RVR 2400 IS REQUIRED TO BEGIN THE ILS TO RWY 30L. AT APPROX 2 TO 3 DME RVR 1800 WAS RPTED BY THE TWR. WHEN DECISION HEIGHT WAS REACHED; THE APCH LIGHTS WERE VISIBLE. A DSCNT TO 100 FT ABOVE THE RWY WAS CONTINUED AND THE RWY END IDENTIFIER LIGHTS WERE VISIBLE. LNDG ON RWY 30L WAS THEN EXECUTED WITHOUT INCIDENT. THIS RPT IS SUBMITTED TO CLARIFY ANY QUESTION THAT MAY ARISE CONCERNING POSSIBLY LNDG WHEN RVR WAS RPTED BELOW 2400 FT. THE PROFILE VIEW FOR THE ILS TO 30L AT SJC DOES NOT HAVE A 'FINAL APCH FIX'. THE APCH WAS CONTINUED WHEN RVR OF 2400 FT WAS RPTED BECAUSE THE ACFT; AT THAT TIME; WAS INSIDE 5 DME AND ESTABLISHED ON THE LOC AND GS.
