Narrative
T4 terminal lighting during night operations. Cannot see at night during pushbacks. It's been an ongoing issue at least 3 - 4 years with city of PHX. Safety report filed with city and they have ignored all requests with the night crews asking to adjust lights to illuminate the alley better. I have used a flashlight and my assists guide me to turn aircraft as there's no way to see the lines in alleyway. LEDs have been installed on push tugs but it's still very dark working nights.Cause - lack of lighting in alleyways for pushback drivers to see during night operations and Operations has also stated [they] cannot see crews performing disconnects due to poor lighting.Response - Mechanics put stronger LED headlights in pushbacks and alleyway but didn't help as good as we thought it would. City of Phoenix needs to position rooftop LED lights properly. They are aimed down at gates and not tilted at an angle to properly illuminate alleyway. Paint is reflective but with insufficient lighting we have; you cannot see it. Very dark after sunset til morning on all 4 concourses at T4 for Company.
