SMA LANDS WITH GEAR DOWN BUT NOT LOCKED AFTER USING HAND PUMP TO EXTEND.

Narrative

ON FINAL APCH TO OAKLAND ARPT; HAD PWR OFF; FULL FLAPS; CARB HEAT ON; I ATTEMPTED TO PUT LNDG GEAR DOWN I WAS SUPPOSED TO GET A GREEN LIGHT BUT IT HAD CHANGED TO ORANGE. I THEN PROCEEDED TO DO A THUMB CHK ON THE LIGHTS THEY CONFIRMED AN ORANGE LIGHT. I PROCEEDED TO PULL OUT THE HAND PUMP AND PUMP DOWN THE LNDG GEAR. I THEN GOT A GREEN LIGHT. SO I ASSUMED THE LNDG GEAR WAS DOWN; AND PROCEEDED TO LAND PLANE; NOT REALIZING GEAR HAD NOT COME DOWN SENDING ME INTO A BELLY LNDG. PLANE HAD STOPPED; BREAKING THE PROP OF THE AIRPLANE. I HAD THEN NOTIFIED THE TWR ABOUT THE CRASH LNDG AND THEN WE WERE ASSISTED OFF THE RWY. FURTHER MORE I; TO THE BEST OF MY ABILITY AND KNOWLEDGE; DID TRY TO ENGAGE THE LNDG GEAR DESPITE THE MECHANICAL MALFUNCTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES FAA IS AFTER HIM. HE HAS RECEIVED 609 LETTER BUT FLT CHK DATE IS SO FAR AWAY HE WILL NOT BE VERY CAPABLE BY THAT TIME. FBO FROM WHICH ACFT WAS RENTED HAS SPREAD THE WORD AND HE CAN'T RENT FROM ANYONE LCL. AT TIME OF INCIDENT; HE WAS ATTEMPTING TO LAND AT SFO. HE FEELS THE ONLY WAY TO IMPROVE SKILLS IS TO GET R IN THE BIG ARPTS AND DEAL WITH ATC PROCS. HE HAD CALLED 20 MI OUT AND WAS ASSIGNED AN ALT. TRANSPONDER WAS INOP SO APCH HAD HIM TURNING EVERY WHICH WAY TO IDENT. FINALLY TOLD HIM HE COULD NOT LAND AT SFO AND VECTORED TO OAK. ONLY DAMAGE WAS TO PROP AND SOME SCRAPING OF THE BELLY. NTSB CONSIDERED AN INCIDENT.
