Narrative

ON A ROUTINE IFR/IMC FLT TO PAO FROM AUN; UNEXPECTED; UNFORCASTED WX CHANGES PRECIPITATED SEVERAL ATIS CHANGES IN LESS THAN 15 MIN SPAN OF TIME. OBTAINED BRIEFING AND SPECIAL OBSERVATIONS FROM DEST AS VFR. FILED IFR AND FLEW IMC TO 20 NM OF DEST. ATIS AT LOCATION ADVISE VFR. ATC CTLR (BAY APCH 135.4) REFUSED VISUAL APCH AND REQUESTED INTENTIONS. PLT REQUESTED CLRNC TO SJC FOR ILS. ON APCH 120.1; ATC ADVISED PAO WAS VFR. PLT REQUESTED LOW APCH TO SJC; RPTING VFR CONDITIONS AT SJC. SJC ATIS RPTS VFR CONDITIONS. UPON COMPLETION OF LOW APCH; TWR SJC CLRS PLT OUT OF CZN AND REQUEST CANCELLATION OF IFR. IFR CANCELLED TO SVFR TO MOFFETT TWR ADVISES IFR CONDITIONS WHILE SJC/PAO ADVISE VFR. FOG WITH NO CEILING VISIBILITY 1-2 1/2 MI. OVERLAP OF SJC/MOFFETT/PAO CZN WOULD ALLOW SVFR OF 1 MI VISIBILITY/CLR. MOFFETT CTLR REFUSES SVFR AND I REQUESTED CONDITIONS REPEATEDLY. AFTER 3 VFR RPTS BY PLT. APPARENTLY INDICATING A POTENTIAL VFR BUST. PROBLEM IS CONFLICTING ATIS INFO AT APCH/TWR IN 10 MI LOCALITY. HUMAN PERFORMANCE: PLT OVER CONFIDENT OF ROUTINE APCH TO A VFR/VMC LNDG CONDITION ARPT IN MIN VISIBILITY.
