Narrative
TONE OF ENG DID NOT SOUND CORRECT. CRUISE FLT 2350 2400 RPM AT 1300 FT. APPLIED CARB HEAT THOUGHT THERE MAY BE CARB ICE DROP OF 150 RPMS. INDICATION OF NO CARB ICE. AFTER 30-45 SECONDS RPM DROPPED TO 2100 RPM. CONTACTED JFK TWR NOTIFIED THEM OF THE PROBLEM. PUT MIXTURE FULL RICH AND PWR FULL; INCREASE OF 100 RPM. THEN A SMOOTH LOSS TO 1800 RPM AND CONTINUED DOWN TO 600 RPM THEN ENG STOPPED RUNNING. TOLD JFK TWR I HAD EMER; LOST ENG PWR AND WHERE I WAS GOING TO LAND. ENG DIDN'T RUN ROUGH; SMOOTH LOSS OF PWR. ATTEMPTED RESTART PROCS: WAS NOT EFFECTIVE. EXECUTED EMER CHKLIST PROCS. TOUCH DOWN ON ABOUT THE 40 YARD LINE OF FOOTBALL FIELD. UPON TOUCHDOWN BRAKES APPLIED FULLY YOKE FULL BACK; DUE TO FROST ON THE GRASS PLANE SLID INTO THE FENCE AT ABOUT 20-25 MPH. FENCE BROUGHT PLANE TO COMPLETE STOP. MYSELF AND PAX EXITED THE PLANE AS SOON AS POSSIBLE. NO INJURIES. FAA CHKED ALL PAPERWORK. EVERYTHING WAS UP TO DATE; WITH THE EXCEPTION THE PLANES REGISTRATION THAT THEY LOOKED AT WAS THE TEMPORARY. THE EFFECTIVE REGISTRATION WAS IN THE DAILY LOGBOOK IN THE BAGGAGE AREA AT THE TIME. I WAS UNAWARE THE REGISTRATION WAS THERE.
