SMA Y NON ADHERENCE TO ATC INSTRUCTIONS FAILED TO TAXI OFF RWY ACR X EXECUTED GAR. PLTDEV.

Narrative

I WAS ON A VISUAL APCH TO MIA INTL RWY 30. I WAS FLYING AN MLG FLT ACR X. WE HAD BEEN INSTRUCTED TO SLOW 10 MI OUT TO MIN APCH SPD AS WE WERE FOLLOWING SMA Y. I WAS FLYING THE ACFT AND HAD THE SMA Y IN SIGHT. OUR REF SPD WAS 122 KTS WE WERE AT THAT SPD ON FINAL. AS WE NEARED 500 FT YOU COULD SEE SMA Y TOUCHED DOWN. HE SLOWED TO A CRAWL ON THE RWY BUT NOT EXITING. AT APPROX 400 FT I ASKED THE TWR IF SMA Y WAS CLRING TRYING TO GET HIM TO MOVE SMA Y OUT OF OUR WAY. THE TWR REPEATEDLY TOLD SMA Y TO MAKE AN IMMEDIATE R TURN OFF THE RWY. HE CONTINUED TO LEISURELY ADVANCE UP THE RWY. I WAS NOW AT 200 FT AGL. THE TWR TOLD HIM AGAIN AND AT THIS POINT THE SMA Y CHOSE TO MAKE A 180 ON THE RWY. I WAS NOW AT 75 FT AGL AND LOOKING AT SMA Y HEAD ON. BASED ON HIS PERFORMANCE LISTENING TO THE TWR AND CONSTANT ERRORS WHILE TALKING TO APCH CTLR. I MADE THE DECISION TO GAR BEFORE IT WAS TOO LATE. WE RETURNED FOR A NORMAL LNDG. AFTER LNDG I TELEPHONED THE TWR SUPVR. TWR SUPVR SAID THAT HE WAS UPSET AT HIS LCL CTLR FOR NOT SENDING US AROUND SOONER. HOWEVER HE HAD PROBLEMS WITH THIS SMA AND TELEPHONED OVER TO (FBO) AVIATION TO TALK TO HIM. BUT THE PLT NEVER CALLED HIM BACK. I FEEL THE INCIDENT WAS TOTALLY UNCALLED FOR; THE PROBLEM WE HAVE HERE IS A PLT FLYING INTO ONE OF THE MOST CONGESTED ARPTS IN THE WORLD AND DISREGARDING INSTRUCTIONS. HE WAS TOLD SEVERAL TIMES MIN TIME ON THE RWY. THEN TO EXIT THE RWY IMMEDIATELY SEVERAL TIMES. BUT HE DISREGARDED ALL INSTRUCTIONS AND MADE A 180 TURN.
