Narrative
FACILITY OPS POLICY CALLS FOR VFR ACFT IN CONTACT WITH SAC APCH TO PASS OVER MCCLELLAN AFB ATA AT OR ABOVE 2600 FT. SMT X DEPARTED MHR AFB AFTER A LOW APCH TO RWY 4 WITH A L TURN APPROVED BY THE RADAR CTLR. HIS INTENTIONS WERE TO RETURN TO SMF VFR. I WAS ON THE LANDLINE TO ANOTHER CTLR WHEN SMT X CHKED IN OFF MHR AND DID NOT HEAR THE COMS BTWN THE RADAR CTLR AND THE PLT. I EXPECTED SMT X TO DO A L 45 DEG DEP AND CLB TO 2600. THE PLT MADE A L 90 DEG TURN AND CLBED TO 1500. I WAS DISTRACTED WITH OTHER DUTIES (COORDINATING A RWY CHANGE AT MHR). SMT X ENTERED MCC ATA AT 1500 FT AND PASSED 2 MI S OF MCC ARPT. AS SOON AS I SAW THE OCCURRENCE; I CALLED MCC TWR AND TOLD THEM ABOUT TFC. THEY HAD AN LTT Y IN THE VFR PATTERN WHO CAME WITHIN 1/2 MI OF SMT X AND FILED A NEAR MISS RPT. I FEEL THAT THE OCCURRENCE COULD HAVE BEEN AVOIDED IF THE RADAR CTLR HAD CLBED SMT X TO 2600 FT OR BROUGHT IT TO MY ATTN THAT HE WAS NOT CLBING.
