Narrative

SMA X WAS ON A VFR XCOUNTRY FLT FROM HERBERT SMART ARPT MACON; GA; TO KNOXVILLE; TYS; TN. I GOT WX RPT BY PHONE; THE BRIEFER SAID IN NOTAM THAT RWY 5R CLOSED. THE IDEA CAME TO MY MIND THAT NOBODY WILL CLR ME TO LAND ON A CLOSED RWY. ENRTE ATLANTA CTR HANDED ME TO KNOXVILLE APCH ON SAME SQUAWK. I DIDN'T THINK I COULD LISTEN TO ATIS BEFORE CHANGING FREQ TO KNOXVILLE APCH. KNOXVILLE APCH ADVISED ME THAT RWY 5R IS THE ACTIVE RWY TO LAND AND CLRED ME TO ENTER BASE FOR RWY 5R AND CONTACT THE TWR. THE TWR CLRED ME TO LAND RWY 5R. AT NO TIME DURING THE APCH DID I SEE ANY INDICATION OF THE RWY BEING PARTLY CLOSED. AFTER LNDG; I FOUND HALF OF THE RWY IS CLOSED WHILE THE OTHER IS USABLE. THE TWR ASKED ME TO TAXI TO RAMP AND CALL HIM ON PHONE AND HE GAVE ME A PHONE NUMBER TO CALL. I CALLED THE TWR AND HE ASKED ME THE FOLLOWING QUESTIONS: 1) DID YOU READ THE NOTAM? MY ANSWER: YES; I GOT A NOTAM FROM WX BRIEFER THAT RWY 5R IS CLOSED. 2) WHY DID YOU LAND ON IT? MY ANSWER: BECAUSE YOU CLRED ME TO LAND ON IT. 3) DID YOU SEE ANYTHING TELLING YOU THAT PART OF RWY 5R IS CLOSED? MY ANSWER: NO; THERE WAS NO INDICATION TELLING ME THAT PART OF THE RWY IS CLOSED EXCEPT AFTER I LANDED AND TAXI ON THE RWY. I SAW A ROPE ACROSS THE RWY CUTTING IT IN 2 HALVES; THIS ROPE IS VERY HARD TO SEE FROM THE AIR.
