ACR ON TKOF HAS LOSS OF CTL ON ICE. SNOW COVERED RWY. ABORTS; STOPS ON INTERSECTING RWY. FORCES GAR.

Narrative

FLT BOS-EWR. PUSHED OUT OF GATE A LITTLE BEHIND SCHEDULE. WE DEICED. CURRENT WX XA50Z 9 OVCST 8-S. 051/28 DEG/25/3607/968 C16 RGD PCPN VRY LGT. WE TAXIED THE OUTER; ECHO AND SIERRA. ACR JUST DEPARTED. AS WE ROLLED ONTO RWY WE WERE CLRED FOR TKOF. ROLLING TKOF; I STARTED THE PWR LEVERS FORWARD. THE L ENG SPOOLED UP. R ENG WAS SLOW TO COME UP. ACFT STARTED TO VEER TO THE R. I REACHED DOWN AND USED NOSE WHEEL STEERING IT STARTED ACFT BACK TOWARDS CTRLINE. THEN WE HIT SOME MORE ICE AGAIN ACFT STARTED TO VEER TO THE R. THE L ENG APPROX 60 PERCENT AND NOW THE R ENG SPOOLED UP. SPD WAS ABOUT 30-40 AND THE NOSE WHEEL STEERING LOST IT'S EFFECTIVENESS. ACFT SKIDDED TO THE R. I THEN STARTED TO ABORT THE TKOF. I APPLIED BRAKES WITH NO RESPONSE. SPD BRAKES APPLIED THEN CRACKED THE REVERSERS. ACFT WAS BOUNCING FROM THE NOSE WHEEL SKIDDING AND NOW WE WERE ON ROUGH SNOW BRAKES STARTED TO WORK. WE HAD GONE WELL TO THE R OF CTRLINE AND WE WERE MORE ABLE TO STOP THE ACFT AT THE INTXN OF RWY 4R AND 9. ACFT HDG WAS APPROX 040-050 DEGS. I CHKED TO SEE IF ACFT COULD TAXI. IT ROLLED SMOOTHLY; SO WE CALLED FOR CLRNC BACK TO THE GATE. WE TAXIED BACK TO GATE. AS WE WERE TRYING TO STOP THE ACFT; COPLT SAW A PLANE ON FINAL TO RWY 4R. HE TOLD TWR THAT WE WERE STOPPED ON THE RWY 4R-9 INTXN THE APCHING ACFT WAS THEN TOLD TO GAR. THE JET ON FINAL EXECUTED THE GAR. ON ICING CONDITIONS I SHOULD NOT RUSH SETTING PWR UNTIL STABLE WITH BRAKES SET. MIGHT HAVE AVOIDED THIS BUT BECAUSE OF TIME ELEMENT AND ACFT PRIOR NOT HAVE ANY PROBLEMS BLOCKS OUT THE FACT THAT THERE STILL IS ICE. HUMAN FACTOR.
