SMA Y NON ADHERENCE TO ATC CLRNC HAD NMAC WITH ACR X. PLTDEV. ACR X TCASII TA RA EVASIVE ACTION TAKEN.
Narrative
ACR X IN RUN UP BLOCK FOR RWY 32; WE HEARD THE TWR ASK AN SMA Y TO STATE REQUEST. SHE REPLIED WITH; 'WOULD LIKE TO CIRCLE THE FIELD AT 1500' ON L TURNS 2 TIMES.' SHORTLY AFTER THAT; WE WERE CLRED FOR TKOF RWY 32. OUR DEP INSTRUCTIONS WERE TO TURN L AT THE MM AND INTERCEPT THE SRQ 295 VECTORS. THERE WAS NO MENTION TO US ABOUT ANY CONFLICT WITH OTHER TFC. AT ABOUT 500 FT MSL OUR TCASII ISSUED A TA AND DISPLAYED A TARGET AT OUT 2 O'CLOCK POS; LEVEL ABOVE US. I IMMEDIATELY LOWERED THE NOSE AND ACQUIRED SMA Y VISUALLY. I CONSEQUENTLY; LIGHTENED THE L TURN (APPROX 45-50 DEG BANK) AND BEGAN A DSCNT AWAY FROM IT. AS THIS WAS HAPPENING; TCASII GAVE AN RA 'MONITOR VERT SPD' AND COMMANDED A CLB OF 3000-3500 FPM. COMPLIANCE WITH THAT DID NOT APPEAR TO BE A GOOD IDEA BECAUSE IT WOULD HAVE GIVEN US LESS SEPARATION THEN WE WERE ALREADY GETTING. WE CONTINUED THE L TURN AND LEVELED OFF. AFTER THIS; THE TWR ADVISED US THAT SMA Y HAD NOT COMPLIED WITH INSTRUCTIONS TO 'REMAIN N OF RWY 32' WHICH SHE HAD ACCEPTED WITH A 'ROGER.' SUBSEQUENTLY WE WERE HANDED OFF TO TPA DEP AND CONTINUED WITH A NORMAL FLT. I CREDIT TCASII WITH ENABLING US TO BE AWARE OF POTENTIAL CONFLICT SO RAPIDLY; AND ALSO WITH HELPING ME TO BE AWARE OF POTENTIAL CONFLICT SO RAPIDLY AND ALSO WITH HELPING ME ACQUIRE THE TARGET VISUALLY VERY FAST. HOWEVER; THE TCASII LOGIC FOR COMMANDING AVOIDANCE MAY NOT HAVE BEEN THE BEST CHOICE. I CALLED THE SRQ TWR UPON LNDG IN CLT AND SPOKE WITH THE TWR SUPVR ON DUTY AT THE TIME. HE SAID 'IT WAS A LEARNING EXPERIENCE FOR THE TWR PERSONNEL AND THE SMA Y DRIVER; BUT THAT SHE HAD US IN SIGHT AT ALL TIMES.' A SMALL CONSOLATION KNOWING THAT SHE WOULD HAVE WATCHED US ALL THE WAY TO IMPACT! I WAS TAKEN BY THE FACT THAT THIS OCCURRED IN AN ATA; THE LAST PLACE I WOULD EXPECT TO ENCOUNTER UNANNOUNCED TFC.
