ACR CLRED TO TAXI ACROSS RWY MADE TURN AND TAXIED ON THE RWY FOR SHORT DISTANCE. UNAUTHORIZED RWY ENTRY.

Narrative

LANDED RWY 24R LAX. EXITED RWY 24R ON HIGH SPD TAXIWAY 65. TOLD TO HOLD SHORT OF RWY 24L. AFTER SHORT HOLD; TOLD TO CROSS RWY 24L. AS I STARTED ACROSS RWY 24L; I LOST SIGHT OF TAXIWAY 65 S OF RWY 24L. ACFT ENDED UP ON RWY 24L; HDG NE BTWN TAXIWAYS 61 AND 65. SINCE LIGHTING WAS SO POOR; I WAS UNABLE TO SEE TAXIWAY 65 S OF RWY 24L. DECIDED TO TURN L ON RWY 24L AND EXIT AT TAXIWAY 61. CONTINUED ON TAXIWAY UNIFORM 57 VIA S RTE TO GATE. RWY MARKINGS; TAXIWAY LIGHTING AND MARKING AT TAXIWAY 65 IS VERY POOR. LAX TWR STATED THAT TAXI ERRORS WERE FREQUENT AT THIS LOCATION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. CLARIFIED HDG ON RWY 24L. SAYS THAT FO WAS OCCUPIED HEADS DOWN WITH ACTIVITIES WHICH SHOULD HAVE WAITED UNTIL CLR OF ALL RWYS. LIKE CHKING WITH COMPANY FOR PAX CONNECTIONS AND COMPLETING AFTER LNDG CHKLISTS. APCHING RWY 24L THE RPTR TURNED ACFT 90 DEG TO RWY SO THAT HE COULD OBSERVE ANY LNDG OF DEP TFC. FROM THAT POS HE COULD NOT SEE THE TAXIWAY 65 SIGN ON S SIDE OF RWY. SAYS TAXI LIGHTS ON TYPE ACFT ARE VERY LOW ON THE ACFT. ALSO THERE IS A HIGH CROWN ON RWY 24L WHICH MAY HAVE BLOCKED VIEW OF TAXIWAY SIGN AND DID BLOCK VIEW OF ACR WDB ACFT Z WHICH WAS ON PARALLEL TAXIWAY U. TWR GAVE COMMUTER ACFT Y A GAR BUT RPTR SAYS Y COULD HAVE LANDED OK AS ACR X CLRED THE RWY VERY QUICKLY AT TAXIWAY 61. FO IS LOW TIME AND RPTR ADMITS HE EXERCISED POOR COCKPIT MGMNT. SHOULD HAVE INSISTED THAT FO HELP WITH TAXI VIGILANCE. THERE IS NO SURFACE LINE FOR T-65 ACROSS RWY 24L.
