POTENTIAL CONFLICT WITH 2 DEP OPPOSITE DIRECTION ACFT IN A SINGLE RWY OP. NORDO NORAC TFC.
Narrative
WHEN TAXIING OUT FOR TKOF AT THIS UNCTLED FIELD THE WIND SOCK INDICATED A DIRECT XWIND. TAXIING TO THE END OF RWY 11 I DID NOT SEE ANY OTHER TFC IN THE PATTERN NOR WAITING FOR TKOF. THE RADIO WAS NOT OPERATIVE IN THE ACFT AT THE TIME. UPON COMPLETION OF RUNUP I OBSERVED AN SMA Y LNDG ON RWY 29 AND SINCE THERE WAS A FAIRLY DIRECT XWIND I DECIDED TO PROCEED WITH MY TKOF ON RWY 11. I LOOKED TO THE OTHER END OF THE FIELD AS THE SMA Y CLRED THE RWY AND PULLED ONTO RWY 11 FOR DEP. JUST AS I RAISED THE TAIL ON MY TAIL WHEEL ACFT I SAW ANOTHER SMA Z DEPARTING ON RWY 29. WE BOTH SAW EACH OTHER AT APPROX THE SAME TIME AND DIVERTED TO OUR R AND NO SERIOUS CONFLICT OCCURRED. HOWEVER THIS IS A CONTINUING PROBLEM AT THIS ARPT IN THAT THE PREFERRED RWY IS RWY 29 AND OFTEN EVEN THOUGH THE WINDS FAVOR 11 TFC WILL CONTINUE TO USE 29. ALSO THE UNICOM FREQ IS OFTEN LEFT UNMONITORED AND WE HAVE A LOT OF RADIO TFC. PERHAPS THE INSTALLATION OF A TETRAHEDRON WOULD ASSIST IN DETERMINING LNDG DIRECTION RATHER THAN THE WINDSOCK WHICH IS OCCASIONALLY NOT CLR ENOUGH.
