Pilot on approach to land reported a NMAC caused by non-adherence by other aircraft to special NOTAM for arrivals.
Narrative
The special NOTAM/organization notice endangered many other pilots and I as well due to insufficient FAA supervision and enforcement. The arrival which was in use that we were following required a minimum separation of 1/2 mile behind other aircraft. If an aircraft is overtaking another and they are unable to slow down they were required to break off approach and return to starting point. In many cases aircraft simply overtook/endangered aircraft by risk of collision in front of them by overtaking them in violation of the requirement to breakoff the approach and return to starting point. (This is a symptom of road rage- weaving in front of other cars on the highway and most likely was a result of frustration from delays.) Near the lake I was overtaken by a group several Vans aircraft. They endangered me and the pilot with me by passing on my right side within 50 ft. of us. I had previously slowed to 75 kts to maintain the required spacing from the slower aircraft ahead of me. Unfortunately I did not get their numbers. Other people were reporting to the controllers that this was also happening to them. However such reckless endangerment flourished because the perpetrators knew there would be no enforcement action from the FAA.
