ACR PIC CITES ATC PROCS AS BEING DETRIMENTAL TO PROPER CLRING OF RWYS AND GND TFC MOVEMENT.

Narrative

APCH CTL HAD ACFT SEQUENCED IN CLOSE SUCCESSION. TWR REQUESTED WE PULL OFF AT NEAREST SUITABLE HIGH SPD. TWR CAB WAS APPARENTLY IN THE OVCST. OUR ACFT WAS SLOWING WELL ENOUGH TO PULL OFF AT REVERSE HIGH SPD N6 (POSSIBLY N5). FO TOLD TWR WE WERE CLRING AND NEXT ACFT WAS CLRED TO LAND. THE NEXT SEVERAL ITEMS BECAME APPARENT IN A MATTER OF A FEW SECONDS. I HELD SHORT OF PARALLEL HOLD LINE. ANOTHER LARGE ACFT WAS TAXIING DOWN THE PARALLEL. THE NEXT ACFT WAS ON SHORT FINAL. THE TAIL OF MY ACFT WAS UNCOMFORTABLY CLOSE TO THE ACTIVE. I PULLED UP AS FAR AS I COULD AND THE TAXIING ACFT TOOK HIS RIGHT-OF-WAY AND PULLED IN FRONT OF ME. AS HE PASSED I PULLED IN BEHIND IN EXTREMELY CLOSE TRAIL. AFTER CONTACTING GND; IT BECAME APPARENT THAT HE DID NOT KNOW THE LOCATION OF ALL HIS ACFT AS HE WAS INQUIRING POS INFO. I FEEL GND LOST HIS SITUATIONAL AWARENESS AND THIS INTERFERED WITH WHAT EVER COORD OCCURS WITH OUR NEW EMER ORDER REGARDING RWY EXIT PROCS. IT LOOKS LIKE WE AS PLTS ARE BTWN A ROCK AND A HARD PLACE WHEN THIS HUMAN FAILURE OCCURS. THERE ARE TOO MANY RWYS WHERE THE FIRST TURNOFF WILL NOT PROVIDE ADEQUATE SEPARATION FROM LNDG ACFT. THE TAXIING ACFT SHOULD ALSO HAVE BEEN MORE AWARE OF THE SITUATION AND LET ME PULL OFF OF THE HIGH SPD. SOME PROC SHOULD BE SET UP THAT WILL ALLOW US TO GET MORE CLRNC FROM THE RWY AND GIVE EXITING ACFT RIGHT-OF-WAY.
