Narrative
I WAS FLYING THROUGH THE VFR LAX XING AT 4500 FT. THE HDG WAS OFF THE 312 DEG RADIAL OF THE SMO VOR. A FEW CLOUDS NECESSITATED THAT I ALTER COURSE AND ALT A FEW DEGS AND A FEW HUNDRED FT. AS A 6000 HR PLT I AM OF THE OPINION THAT NOT ONLY WERE THESE DEVS NECESSARY TO MAINTAIN PROPER VFR AND VISUAL OBSERVATION; THE DEVS IN MY OPINION WERE MINOR AND IN NO WAY WERE OF SIGNIFICANCE. I MAINTAINED 4500 FT UNTIL I WAS N OF THE 70 DEG RADIAL OF THE VENTURA VOR TO A POINT I HAVE COMPUTED INTO MY LORAN SO THAT I CAN BE SURE THAT I AM CLR OF THE LAX TCA. IF YOU WILL STUDY THE AREA IT BECOMES OBVIOUS TO ANY THINKING PERSON THAT THERE IS AN EXTREMELY NARROW AND DIFFICULT AREA IN WHICH TO FLY AND STAY LEGAL WITH THE LAX TCA AND THE BURBANK ARSA. THE AREA IS SO NARROW AND DIFFICULT; MUST BE OBVIOUS TO ANY THINKING PERSON THAT IT IS A STUPID BUREAUCRATIC TYPICAL 'BOON-DOGGLE' THAT CONTINUES TO PLACE YOU IN THE POS OF 'YOU ARE DAMNED IF YOU DO; AND DAMNED IF YOU DO NOT.' I COULD HAVE STRAYED INTO EITHER THE TCA OR THE ARSA IN THIS NARROWLY CONSTRICTED AREA AND I WOULD NEVER HAVE BEEN AWARE OF IT. ALSO; EVEN WITH A LORAN; RNAV; AND CONVENTIONAL VOR RADIO ON; WITHIN THE LIMITATIONS OF THEIR ACCURACY; AND THE CONSTRICTED AREA; I COULD HAVE UNKNOWINGLY STRAYED INTO THE TCA OR THE ARSA OR BOTH. THIS IS THE ONLY CONCLUSION I CAN ASSUME TO BE THE CASE FOR WHY UPON ARR AT BAKERSFIELD I WAS ASKED TO CALL THE TRACON SUPVR. IF THERE WAS ANY OTHER REASON FOR THE CALL I COULD NOT BE AWARE OF A POSSIBLE REASON. AFTER LEAVING THE TCA I CLBED TO 10500 FOR THE FLT TO BAKERSFIELD. I DID NOT SEE OR OBSERVE ANOTHER ACFT DURING THE REMAINDER OF THE FLT TO BAKERSFIELD. I CALLED BAKERSFIELD APCH CTL N OF THE GORMAN VOR FOR THE FLT INTO BKF. NOT BEING INFORMED AS TO THE NATURE OR REASON FOR THE TWR RELAYING A REQUEST TO CALL LAX; BEING ON A VERY TIGHT BUSINESS SCHEDULE; AND THERE NOT BEING A TELEPHONE IN ANY REASONABLE DISTANCE FROM MY AREA OF THE FIELD I PROCEEDED ON WITH MY FLT AS PLANNED.
