Synopsis

A319 flight crew reported multiple unresolved maintenance write-ups in fuel indication system.

Narrative

Crew refused Aircraft X at ZZZ due to MEL # coupled with a maintenance writeup detailing only a partial fix to inaccurate fuel indications from all tanks (Logbook Deferral Sheet (List) #) as well as 8+ writeups about the fuel system over the previous 10 days. Writeups also included diversion for 1000 LB fuel loss indication within 5 minutes enroute; and when the Date 2 crew for Aircraft X ran the fuel leak checklist it led them to diverting. The previous day; after the fuelers and maintenance completed measuring the fuel at ZZZ the total fuel had already indicated a 300lb difference within 5 minutes and the difference continued to increase. In order for MEL # to apply the inboard tank indication must be operable; the previous writeup about inaccurate fuel levels in all tanks brings that into question; and therefore the crew felt the aircraft was unsafe to fly. Due multiple maintenance issues deferred in the aircraft fuel system over the last two weeks (possibly longer). Assessing and properly completing maintenance fixes with aircraft instead of deferring multiple unsafe issues that compound into unsafe situations
