Narrative
I WAS SHOOTING THE ILS 31 APCH INTO PEORIA ARPT. THERE WAS A LINE OF TSTMS JUST S OF THE ARPT AND THERE WERE STRONG WINDS FAVORING RWY 13; BUT THE ILS 31 WAS THE ONLY APCH THAT COULD GET YOU IN SINCE THE GS WAS INOP ON THE ILS 13. ANYWAY THE APCH WENT FINE; BUT THE RWY WAS VERY SLICK WITH SLEET AND HAIL. THERE WAS A VERY STRONG TAILING XWIND. AFTER TOUCHDOWN; I WAS UNABLE TO KEEP THE ACFT FROM SLIDING TO THE L. TO AVOID HITTING A RWY LIGHT; I ELECTED TO STEER TO THE GRASS ON THE L OF THE RWY. THE ACFT STOPPED AND THERE WAS NO DAMAGE. THE NOSE WHEEL WAS STUCK IN THE SOFT GND. A COUPLE OF GUYS WHO WORKED AT THE ARPT HELPED ME GET THE NOSE GEAR OUT OF THE GND. AFTER WE GOT THE GEAR OUT I DECIDED THAT I COULD TAXI BACK ONTO THE RWY WITHOUT TROUBLE. I WAS TRYING TO AVOID CAUSING PROBLEMS FOR THE ARPT BECAUSE THEY HAD TO CLOSE THE ARPT WHILE I WAS DISABLED OFF THE SIDE OF THE RWY. ANYWAY; TRYING TO TAXI OUT WAS A BAD DECISION. WITH THE STRONG WINDS; I HAD DIFFICULTY TURNING TOWARDS THE RWY TO GET ON IT. WHILE I WAS TRYING TO GET TO THE RWY THE NOSE WHEEL ROLLED INTO SMALL DITCH WHICH HAD SOFT TERRAIN IN IT. THE NOSE WHEEL SUNK IN AND THIS LIFTED THE R WING. THE WIND PICKED UP THE R WING AND CAUSED THE L WING TO TOUCH THE GND AND THE PROP TO STRIKE THE SOFT GND. THE ACFT WAS LEANING ON THE L WING AND THE NOSE. THE PROP STRIKE CAUSED THE ENG TO STOP BUT DID NOT DAMAGE THE ENG. THERE WAS SOME DAMAGE TO THE PROP (BUNCH OF NICKS). I HAD TO PUSH DOWN ON THE R MAIN GEAR TO UPRIGHT THE ACFT. THERE WAS DEFINITELY AN ERROR IN JUDGEMENT WHEN I DECIDED TO TAXI BACK TO THE RWY. THIS IS WHY I DECIDED TO FILE A RPT WITH YOU.
