HDG TRACK DEV PRODUCES A PROX TO GND SITUATION FOR SMA PLTS.

Narrative

THIS WAS AN INST TRAINING FLT; WE WERE ON A PARTIAL PANEL NDB APCH TO AN NDB LOCATED ON THE ARPT AT BREMERTON; WA; APCHING RWY 1 (439 MSL) FROM THE S. THERE IS A HILL WITH TWRS; TOPS AT 2395 MSL; ABOUT 2 MI NW OF THE FIELD. WE BEGAN OUR MISSED APCH IN IMC CONDITIONS R OVER THE FIELD SLIGHTLY W OF RWY 1 AND WERE CLBING TO 2000 FT WHILE DOING A TIMED TURN TO AN EBOUND HDG. WE WERE IN THE TURN AND PASSING THROUGH APPROX 1500 MSL WHEN SEATTLE APCH ASKED US WHAT HDG WE WERE ON. WE WERE STILL TURNING AT THE TIME; SO I TOOK THE CTLS AND WAS IN THE PROCESS OF LEVELING THE WINGS TO GET A COMPASS READING WHEN APCH GAVE US AN 'IMMEDIATE' TURN TO THE R TO AN EASTERLY OR SOUTHEASTERLY HDG (I NO LONGER REMEMBER THE HDG). WHILE I WAS CRANKING IN A HARD TURN TO THE R; MY INST STUDENT UNCOVERED THE HDG INDICATOR SO THAT WE COULD TURN TO THE EXACT HDG IN A HURRY; WHICH WE DID. MY STUDENT AND I DISCUSSED THE SITUATION AFTERWARD; AND WE SURMISE THAT; BEING ON PARTIAL PANEL; A COCKPIT DISTR MAY HAVE CAUSED US TO OVERSHOOT THE ROLLOUT ON OUR TURN TO THE MISSED APCH HDG; AND THE OVERSHOOT; COMBINED WITH A SE WIND; MAY HAVE CAUSED A RADAR GND TRACK SHOWING US APCHING THE HILL TO THE NW -- THE REASON FOR THE 'IMMEDIATE TURN REQUESTED BY APCH.
