CPR X AND ACR Y NON-ADHERENCE TO ATC INSTRUCTION POSSIBLE LTSS.
Narrative
WHEN THE 2 ACFT WERE ABOUT 30 MI APART MY TRAINEE GAVE; CPR X A VECTOR HDG OF 360 TO AVOID ANY LOSS OF SEPARATION. CPR X DIDN'T SEEM TO TURN ANY SO MY TRAINEE GAVE HIM A HDG OF 020. RIGHT AFTER THAT THE DEVELOPMENTAL WENT TO THE SECOND ACFT; ACR Y; AND TURNED HIM HDG 210 THE PLT COMES BACK AND ASK IF IT WAS FOR TFC. THE DEVELOPMENTAL THEN TURNED CPR Y AGAIN HDG 090 AND THE PLT SAID HE HAD THE TFC IN SIGHT. IT APPEARED THE PLTS DID NOT TAKE THEIR TURNS IN A TIMELY MANNER. IN MY OPINION; IF THE PLT OF CPR X WOULD HAVE TAKEN HIS TURNS THERE SHOULD HAVE BEEN NO NEED FOR THIS; I ALSO FEEL ACR Y NEVER TURNED AT ALL. SUPPLEMENTAL INFO FROM ACN 202812: I WAS BUSY WORKING THE MANUAL POS WHEN I GLANCED OVER TO THE RADAR AND NOTICED 2 ACFT CLBING HEAD ON WITH 30 OR MORE MI BTWN THEM. I SAID TO THE TRAINEE 'YOU ARE GOING TO DO SOMETHING ABOUT THOSE 2 HEAD ON AREN'T YOU?' HE THEN TOLD THE NBOUND ACFT TO FLY HDG 360 FOR TFC. I FEEL THAT THE RADAR TRAINEE GAVE SUFFICIENT INSTRUCTIONS TO KEEP THE ACFT APART; IF THE ACFT FOLLOWED THEIR INSTRUCTIONS IN A TIMELY MANNER. PART OF MY TFC BRIEFING WAS TO POINT OUT ACR Y CLBING TO 330 FAI-TKA SBOUND AND THE ACFT CPR X ANC J115 CAWIN - SCC NBOUND.
