Narrative
I was scheduled to fly flight XXX from ZZZ1 to ZZZ. While in ZZZ1; I was met by Check Airman who was going to conduct a line check on me during the flight. For context; the flight was approximately an hour late due to the aircraft having three tires replaced (two mains and a nose gear) by the previous Crew. The logbook had a write up from the Crew that had mentioned excessive shaking and vibrating while taxiing. The flight to ZZZ was uneventful through the landing phase and clearing of the runway. We landed on Runway XX.During the taxi to the gate; I was having to use much higher-than-normal power settings to move the aircraft. The aircraft was also slowly braking by itself and slowing down on its own when the power was in idle. On the turn in to the gate; the aircraft started to shake and shutter. The braking became more severe; and the power required to move the aircraft was starting to go over 50%N1. I felt that we perhaps had a stuck brake pad or caliper and that there was a chance we were dragging the tires. I did not feel it was safe to continue taxing the aircraft for risk of aircraft damage to the strut; possible loss of aircraft control; damage to the brake assembly/pads and the chance of a hot brake's situation. Due to the stuck brake and loss of aircraft movement; I had to stop the aircraft approximately three feet short of the parking spot on the line at the gate. I shut down the engine and opened my window to let the Ground Crew know that the aircraft was inoperable and could not be moved. Upon opening the window to communicate; there were two Ramp Agents who were below. They both immediately started yelling GODDAMIT; MOVE THE AIRCRFT FORWARD NOW!". I told them that the aircraft was not moveable due to the stuck brake. They both then commenced yelling again "MOVE THE GODDAMM AIRCRAFT". I was shocked. I told them AGAIN that the aircraft was unable to move; had a stuck brake; and that Maintenance was coming out to assist. This infuriated them and they started yelling at the top of their lungs to move the aircraft. One Ramp Agent grabbed his lit wands and slammed them on the floor; sending them across the Safety Zone. The Check Airman on board and the First Officer witnessed this and were completely dumbfounded at this behavior. I asked for the First Officer to call ZZZ Operations and immediately request that a ZZZ Grounds Ops Manager; a CSA (Customer Service Agent); and the ZZZ Station Manager meet the aircraft to help with the situation. I also called for Maintenance to come out to the aircraft immediately. While this was occurring; I noticed the two Ramp Agents entered the Safety Zone and were trying to hook up the towbar and tug to the aircraft. From my window; I yelled down to them to stop hooking up the tug to the aircraft and step away from the aircraft. They yelled back up "we are hooking up the tug and moving the plane". I yelled down again and said; "IMMEDIATELY STOP what you are doing and step away from the aircraft". The hydraulic system was still pressurized; the towing checklist was not complete; and passengers were standing. The two Ramp Agents; against my repeated and concise direct orders; hooked up the towbar and then moved the tow truck in position. They then connected the towbar to the tow truck. I yelled down again; for what was probably the 5th time; that the aircraft had a stuck brake and was not to be moved. I felt that the next move they were going to attempt was to tow the aircraft with the parking brake set; the hydraulic pressure on; and Passengers standing. I considered calling local Police at this point in order to assist with the situation and stop the Ramp Agents since their actions were going to hurt people and equipment. Around this time; a ZZZ Mechanic; showed up to the aircraft. He told the Ramp Agents to stop. I explained the situation and that we had a stuck brake and were probably dragging the tire. The two Ramp Agents were next to him; and I mentioned (again) the reasoning for not moving the aircraft. One of the two Ramp Agents mentioned earlier looked up at me and yelled "You SHUT UP". I looked at him and asked; "What did you say?". He yelled again "You SHUT UP". The Mechanic; other Ramp Agents; CSA's; the Gate Agent; ZZZ Ground Ops Assistant Manager all witnessed this behavior and were completely taken aback and shocked. Someone at this point grabbed the Ramp Agent and told him to knock it off. The ZZZ Ground Ops Assistant Manager moved him physically away from the aircraft and towards the wall of the building.After 15 minutes; Maintenance finished diagnosing the aircraft. We ran the towing checklist; depressurized the hydraulic system; bled the brake pressure; seated all the Passengers and safely moved the aircraft so the jetway bridge could dock. The Passengers were deplaned. Several Passengers asked the Flight Attendant why the Ramp Agents were talking that way; with that language; to the Captain. While we were deplaning; the Check Airman and I requested an immediate meeting with the ZZZ Ground Ops Manager; ZZZ station manager and the CSA. The Check Airman and I requested that the two Ramp Agents be immediately drug tested for Safety violations; irrational and defiant behavior; inability to follow Safety directions and for putting the Safety of Passengers and aircraft at risk. I also requested the ZZZ station manager get me the names of the Ramp Agents and to immediately file a report. After our meeting was complete; I called dispatch and spoke to the chief pilot on Call. I explained the situation in detail. He took the names of the two Ramp Agents and asked me to file a report; notify the chief; and file another report.In my XX years of flying; I have never seen such a reckless and willful disregard of Safety procedures and FAA directives by an Employee. The completely reckless and defiant behavior exhibited by these two Ramp Agents is truly astonishing and has no place in a Safety environment. The decision by these two Ramp Agents to ignore direct Safety commands from the Aircrew concerning a disabled aircraft is truly unbelievable. The level of additive conditions that these two Ramp Agents willfully brought to an already volatile situation highly compromised safety for the Crew and greatly increased the chance of aircraft damage and Passenger injury. The Check Airman on board said he had never seen something like this. I request an immediate investigation is made to address the actions of these two Ramp Agents. I also request that the process of hiring ZZZ Ramp Agents and the subsequent training they receive be re-evaluated for effectiveness and Safety. I will never allow any aircraft I fly in the future out of ZZZ to be attended to; parked; or pushed by these two individuals."
