COMMUTER TAXIES ONTO RWY WITHOUT CLRNC.

Narrative

COPLT (FO) WAS TALKING TO PAX. CAPT CALLED FOR TAXI CLRNC AND CLRNC (VFR TO LGA) WAS TOLD TO TAXI TO RWY 7. FO FINISHED WITH PAX AND TAXI BEGAN. AFTER START CHKLIST CALLED FOR. WHILE COMPLETING AFTER START CHKLIST AND PRESTART CHKLIST; CAPT TAXIED ONTO RWY (APPROX 500 YDS FROM STARTING POINT). FO CALLED FOR ATC CLRNC WITH TWR; WHEN WE WERE TOLD THAT WE WERE NOT CLRED ON THE RWY. BROUGHT ACFT TO A STOP; ASKED TWR IF THEY WANTED US TO DO A 180 DEG AND CLR THE RWY. THEY SAID NO; CLRED FOR TKOF. I APOLOGIZED AND THEN MADE THE TKOF. IF FO HAD BEEN ON THE RADIO FOR TAXI CLRNC (AS USUAL) INSTEAD OF CAPT CALLING FOR TAXI CLRNC; HE PROBABLY WOULD HAVE CAUGHT THE FACT THAT WE WERE NOT CLRED ONTO THE RWY. BUT HE WAS OFF THE RADIO AT THE TIME. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. SINCE NO FLT ATTENDANT ON THIS FLT FO WAS DOING PAX SAFETY ANNOUNCEMENT. DID NOT HEAR CLRNC SO NOT AWARE SHOULD HAVE HELD SHORT. THIS WAS FO SECOND DAY WITH COMPANY; FIRST DAY DEPARTING LEB. CAPT GIVING IOE! VERY SHARP FO BUT NOT FAMILIAR WITH LEB.
