CLRNC DELIVERY CTLR FAILED TO ISSUE RELEASE DEP INSTRUCTIONS TO SMA X DEPARTING UNCTLED ARPT. TRACON INTRAFAC COORD. OPDEV.

Narrative

THERE WAS INITIALLY SOME MINOR MISUNDERSTANDING REGARDING THE BAL 130 RADIAL. I MISUNDERSTOOD IT AS 132 DEGS. THIS WAS RESOLVED AND THE CTLR VERIFIED MY CORRECT READBACK. THE CTLR SAID 'HAVE A NICE FLT.' HE DID NOT MENTION A RELEASE OR VOID TIME; NOR DID HE SAY 'HOLD FOR RELEASE.' I DEPARTED SBY. AT THE TIME THE CEILING WAS 1000 FT WITH 5 MI IN FOG. I CALLED PXT IMMEDIATELY AFTER DEP. THE PXT CTLR DID NOT EXPECT ME AND SAID THAT I HAD USED AN INCORRECT PROC; THAT I SHOULD HAVE HELD FOR RELEASE. SHE ASKED IF I HAD DEPARTED VFR. AT THE TIME I WAS STILL IN VMC. I HAD NOT ENTERED THE CLOUD COVER. I LEVELED OFF AT 700 MSL AND TURNED ON COURSE WHILE PXT OBTAINED AN AMENDED CLRNC TO FME. THE AMENDED CLRNC WAS AS FOLLOWS: DIRECT BAL DIRECT MAINTAIN 4000. I CLBED INTO IMC AND COMPLETED THE FLT NORMALLY. ANALYSIS: I BELIEVE THAT BECAUSE OF MY MISUNDERSTANDING OF A MINOR POINT OF THE ORIGINAL CLRNC; I.E.; THE EXACT BAL RADIAL TO INTERCEPT (130 VICE 132) AND THE NECESSARY BACK AND FORTH INTERACTION BTWN ME AND THE PXT CLRNC DELIVERY CTLR; THAT THE CTLR FORGOT TO ISSUE RELEASE INSTRUCTIONS.
