EMB-145 flight crew reported pressurization system failed inflight. Flight crew diverted and returned to departure airport uneventfully.

Synopsis

EMB-145 flight crew reported pressurization system failed inflight. Flight crew diverted and returned to departure airport uneventfully.

Narrative

After departing ZZZ with a MEL Pack 2; Bleed 1 tripped during climbout; but was reset by the Captain. Pack 1 then continued to shut off; and would not reset after a series of tries. At approximately 15;000 we noticed the cabin altitude climbing outside of normal rates. The climb was stopped at 17;000 and then 10;000 was requested. 11;000 was granted followed by 10;000 almost immediately. The descent from 17;000 to 10;000 was preformed quickly without the cabin altitude rising to above 10;000. As a crew we decided that the aircraft was not in a [priority] situation and we began the return to ZZZ. The Captain ran the QRH; and necessary numbers for landing; fuel and set up the aircraft for landing at ZZZ. We held as instructed to burn fuel and commenced the approach after we were below the max landing weight.Ground crews should not be instructed to hookup preconditioned air before talking with the crew. This more than likely led to the coupling that appeared to be separated on Pack 1 during Maintenance run up.
