Synopsis

SMA ON FINAL APCH NON TWR ARPT HAS SMA TAXI ONTO RWY AND TKOF. FLT AVOIDANCE WITH LOW ALT MANEUVERING.

Narrative

WHILE ON AN IFR FLT TO N80 AND JUST CLRED FOR A VISUAL APCH BY PXT (NAVY) APCH; I CONTACTED UNICOM FOR AN ARPT ADVISORY APPROX 10 NM (LORAN) FROM DEST ARPT (N80) AND WAS ADVISED THAT THE FAVORED RWY WAS '20.' AT THE TIME; THE ONLY TFC WAS ON THE SURFACE; TAXIING OUT TO THE ACTIVE RWY. I ADVISED THE ARPT OF MY INTENTIONS (TO LAND- RWY 20) AT THIS TIME. POS RPTS WERE MADE AT 5 NM; ENTERING A L DOWNWIND. DOWNWIND; L BASE LEG AND ON FINAL APCH FOR RWY 20. EVERY XMISSION BEGAN AND ENDED WITH THE ARPT NAME. WHILE ON THE DOWNWIND LEG; 1 OF THE ACFT ON THE GND BROADCASTED HIS INTENTIONS TO DEPART ON RWY 20. AS I PROCEEDED TO TURN BASE TO FINAL; I NOTICED THE SECOND ACFT ON THE GND TAXI UP TO THE HOLD LINE FOR RWY 20. I BROADCAST MY RPT AND INTENTION OF LNDG ON RWY 20. I CONTINUED A NORMAL APCH IN THE LNDG CONFIGN. AT ABOUT 200 FT AGL; AND ABOUT 1/4 NM FROM THE APCH END OF THE RWY; ANOTHER SMA; THE ONE THAT WAS HOLDING AT THE RWY; TAXIED ONTO THE ACTIVE RWY WITHOUT ANY XMISSION AND PROCEEDED TO TKOF. SINCE THERE WERE NOT RADIO XMISSIONS FROM THIS ACFT; SINCE I WAS IN THE TFC PATTERN; I MADE ANOTHER XMISSION WHILE ON SHORT FINAL; BUT IT WAS AT THIS TIME (APPROX) THAT THE SAID ACFT DECIDED HE WOULD TKOF. THIS EVENT RESULTED IN ME HAVING TO DO SOME SLOW SPD MANEUVERING AT A LOW ALT. I COULD NOT EXECUTE A NORMAL GAR AND KEEP THIS ACFT IN SIGHT. MY ONLY CHOICE WAS TO DO A 360 DEG TURN AND RE- ENTER A FINAL APCH LEG TO THE RWY SINCE THERE WAS NO OTHER TFC. THE MANEUVERING CALLED FOR WAS A LOW SLOW 360 DEG TURN (FULL FLAPS AND PWR AT LOW ALT).
