Narrative
Aircraft had not flown since coming out of maintenance and we decided to remain in the traffic pattern before starting the flight review for the flying pilot. We were cleared for landing and Tower cleared us to turn base for Runway XX. We put down the gear on a 2 mile final and began configuring for landing. Both pilots performed a before landing checklist (gumps check) and the flying pilot asked again to verify the gear was down. I didn't see a bright light on the gear and checked the light by pressing on the bulb and it lit up bright and went back to dim. On normal landing; both engines seized and I called the Tower indicating a dual engine failure occurred and a tug would be needed. Once the door hatch was opened; I put my head outside and could see the nose was on the ground and the propeller tips were curled. Then once outside the airplane; I saw the mains were not fully extended and at a 45° angle. A call to the Tower was made that a tug would not be enough due to partial gear failure. We turned everything off on the airplane to secure it and prevent a fire or hazard. ZZZ airport operation supervisors came out to meet us on the runway and to bring us back to the FBO to determine how to remove the aircraft from the runway safely.
