HDG TRACK DEV CREATES AN AMENDED CLRNC WHICH INDUCES AN ALTDEV ALT OVERSHOT ON DEP PROC.

Narrative

FLT CLRED TO 13000 FT AND CLRED TO INTERCEPT THE CVG 020 DEG RADIAL. CAPT HAD MISTAKENLY SET FALMOUTH 117.0 IN NAV RADIO INSTEAD OF CVG 117.3. COPLT ADVISED DEP CTL THAT THE RADIAL (CVG 020 DEG) APPEARED TO BE L AND REQUESTED A L TURN TO INTERCEPT. DEP OK'D THIS. AFTER A TURN WAS STARTED; DEP ASKED IF WE WERE INTERCEPTING RADIAL AND ADVISED TO TURN TO 250 DEGS. TURN WAS INITIATED AND DEP ADVISED US TO LEVEL AT 10000 FT. ACFT CLBED TO 10500 THEN BACK DOWN TO 10000 FT. THE CREW DISCOVERED THE FREQ ERROR AND INTERCEPTED RADIAL. DEP THEN ASKED IF WE WERE CLBING TO 13000 FT. WE STATED THAT WE WERE LEVEL AT 10000 AND WOULD CLB TO 13000 FT. THE PROBLEM WAS CAUSED BY A MIS- DIALED NAV RADIO FREQ; HOWEVER; THIS WAS COMPOUNDED BY THE CTLR'S FAILURE TO QUESTION OUR REQUEST TO TURN L TO INTERCEPT THE CVG 020 DEG RADIAL. IN FACT; AT THIS TIME WE WERE ALREADY ON THE RADIAL. THIS L TURN; WHICH HE CLRED US FOR; COULD HAVE CAUSED A TFC CONFLICT; AS HE NEXT REQUESTED THAT WE LEVEL AT 10000 FT. SUPPLEMENTAL INFO FROM ACN 205028: CAPT WAS FLYING THE ACFT AND I WAS WORKING THE RADIOS. I HAD MY VOR SET FOR THE SECOND FIX FLM 117.0. THE CAPT MISTAKENLY SET HIS VOR TO 117.0 INSTEAD OF CVG 117.3.
