ACR MAKES GAR WHEN TCASII RA SAYS CLB.

Narrative

GAR DUE TO TCASII RA INSIDE OM. RECEIVED TCASII TA APPROX 5.8 DME; TFC DIRECTLY AHEAD AND BELOW. WE OBSERVED NO TFC AND NNE WAS RPTED TO US; FREQ CONGESTION WAS HIGH. ON TCASII; TFC WAS GETTING CLOSER TO OUR FLT PATH; WE SUSPECTED A HELI ON VISUAL TO FBO BUT COULD NOT SEE ANY TFC. TCASII RA COMMAND TO LEVEL OFF APPROX 900 FT AGL. TFC APPEARED ON TCASII 1-2 MI AHEAD AND 400 FT BELOW DECREASING TO 300 FT BELOW. TCASII COMMANDED CLB AFTER I (FO; PF) HAD LEVELED OFF. I INITIATED A RAPID CLB TO FOLLOW TCASII WHILE CAPT INFORMED TWR OF OUR GAR. THE LAST I NOTICED; THE TCASII INDICATED TFC 300 FT BELOW AND DIRECTLY AHEAD AS WE CLBED OFF THE GS. THE TWR SOUNDED VERY UNPLEASED THAT WE HAD INITIATED A GAR. WE FOLLOWED CTLR'S INSTRUCTIONS AROUND FOR AN UNEVENTFUL LNDG. DUE TO FREQ CONGESTION ; THE TWR'S COMS WERE BROKEN NUMEROUS TIMES. ON OUR SECOND APCH; TWR INFORMED US OF 'ANOTHER HELI' ON VISUAL APCH. WE WERE ABLE TO IDENT THIS TFC JUST PRIOR TO RECEIVING TCASII TA ON SAME TFC. POSSIBLY IF WE HAD BEEN WARNED OF TFC ON THE FIRST APCH; WE MAY HAVE BEEN ABLE TO IDENT THE TFC AND MAINTAINED VISUAL SEPARATION.
