TKOF ABORTED; NO FLAPS.

Narrative

THE CAPT WAS IN THE FO'S SEAT AND I WAS BEING LINE CHKED AS A NEW CAPT IN THE LTT TURBOPROP. WE WERE CONDUCTING IOE IN ACCORDANCE WITH FAR 135.244. THE CAPT OR CHK AIRMAN WAS LATE FOR SHOWTIME; SO I WENT TO THE ARPT ALONE TO PREPARE THE ACFT; ALONE. AS WE TAXIED OUT AND PROCEEDED TOWARD TAXIWAY ALPHA FOR RWY 1; THE CAPT BECAME CONFUSED WITH MY RESPONSE AS 'ACTING CAPT' TO THE TAXI CHKLIST. HE WAS CONFUSED AND BECOMING IRRITATED AND VERY STRESSFUL WITH SOME CONFUSION TO MY REPLY. I ASKED THAT HE BACK UP TO THE 'AUTO FEATHER' AND CONTINUE THE CHKLIST AS THIS IS WHERE HE WAS CONFUSED WITH MY CORRECT RESPONSE OF 'TEST AND ON.' IN THE CONFUSION AND MY CONCENTRATION LOST AS TO THE ORDER OF THE CHKLIST; HE 'SKIPPED OVER' THE FLAPS AND NEVER SET THEM. WE COMPLETED THE CHKLIST AND WERE CLRED ON TO THE RWY FOR DEP. HE; AS THE ACTING FO; STATED 'TAXI CHK COMPLETE.' UPON APPLICATION OF PWR; THE WARNING SYS ALERTED US TO THE FLAPS. I WAS THE PF AND WITH LESS THAN 40 KIAS. I CHOSE TO ABORT AND EXIT THE RWY DUE TO AN ACFT ON SHORT FINAL. ALB TWR QUESTIONED THE ABORT; AND THE CAPT (IOE CHK AIRMAN) RESPONDED. WE THEN TAXIED BACK FOR TKOF RECONFIGURED; AND COMPETED ALL CHKLISTS THOROUGHLY.
