Synopsis

EMB-145 First Officer reported a brake malfunction upon taxi out which restricted aircraft movement without excess power. The flight returned to the gate for maintenance.

Narrative

The inbound flight ZZZ-ZZZ1 (we were to operate back); seemed to have trouble parking; just short of the gate; that crew had the engines spooled up a lot and the aircraft wasn't moving; he then released the gust lock and the airplane crept forward into the gate. Upon deplaning; the captain didn't mention anything until we asked what was up with the parking. Upon asking; he said he didn't know; but felt like the parking break was on; he didn't seem to think there was an issue or to think to write it up. He then gave us the plane not saying anything else. Without asking for ourselves after watching him park; I don't know if he would have told us; didn't seem an issue to him. We then turned the aircraft and during the taxi out; we noticed the brakes were sticking intermittently. Upon reaching the end of the Runway we did a test and noticed for sure something was seriously wrong. We then taxied back to the gate; it took both engines with the gust lock free to park; where it was written up. This could have had disastrous consequences if we attempted to takeoff. Could have blown a tire and lost directional control; brakes could have caught fire on takeoff (the break temp was in the yellow when we got to the gate).Cause: Brakes sticking; not written up by previous crew; after we saw it happen to them.Suggestion: Inbound pilot needs to be made aware that he need to wright things up. There seems to be a perception of not writing things up at outstations and that directly affects safety. If we wouldn't have noticed; something catastrophic could have happened.
