Synopsis

TCASII COMMANDED A CLB TO AVOID ANOTHER ACFT IN CTLED AIRSPACE.

Narrative

A 300 TO 400 FT CLB WAS MADE DUE TO A TCASII RA. THE FO WAS FLYING WITH THE AUTOPLT ENGAGED; GREEN ALT DISPLAYED ON THE APD AT 16000 FT. THE TCASII GAVE A TA. THE FO COMMENCED A VISUAL SEARCH. I USED THE TFC DISPLAY AND ANNOUNCED þTFC 1130 OþCLOCK 5 1/2 MI; 1200 FT BELOW US CLBINGþ AND COMMENCED A VISUAL SEARCH. I VISUALLY ACQUIRED AN ACFT; BUT MADE NO MANEUVER. NEXT; THE TCASII GAVE AN RA. THE FO CONTINUED TO CLR THE AIRSPACE VISUALLY AND INITIATED A CLB. USING THE VSI; I CONFIRMED A RED ARC FROM 0 TO PLUS 2000 FPM WITH GREEN ABOVE 2000 FPM. NOTING THAT THE TCASII PRESENTED A SOLID RED ACFT AT 1130 OþCLOCK; 3 1/2 MI; 600 FT BELOW US AND CLBING. I THEN ASSISTED IN CLRING THE AIRSPACE KEEPING THE LGT (ACR Y) ACFT IN SIGHT. RPTING THE TCASII EVENT TO CTR; I CONFIRMED MY ALT ASSIGNMENT OF 16000 FT AND ACR Y AS 15000 FT. I ALSO CONFIRMED THE ALT SETTING AS 29.88 INCHES AND ACR Y CONFIRMED THAT THEY ALSO HAD 29.88 INCHES SET. ACR Y STATED THAT THEY WERE NOT TCASII EQUIPPED. I BELIEVE THAT ACR Y OVERSHOT THEIR ASSIGNED ALT. SUPPLEMENTAL INFO FROM ACN 207063: LEVEL AT ASSIGNED 16000 FT. RECEIVED TCASII RA REQUIRING 300-400 FT CLB. THIS WAS PRESUMABLY SET OFF BY ONCOMING LGT FLT BY THE TCASII. THIS ACFT CAME WITHIN 600 FT AND APPROX 3 1/2 MI. GUAM CTR WAS ADVISED OF OUR MANEUVER.
