CTLR FORGOT ACR X IN POS ON RWY WITH ACR Y CLRED TO LAND SAME RWY. ACR Y ISSUED A GAR. ACR X AND Y HAD TCASII TA.

Narrative

BNA TWR CLRED ACR INTO 'POS AND HOLD' ON RWY 20R. WE TOOK POS ACCOMPLISHED OUR FINAL CHKLIST ITEMS AND WAITED. I SUPPOSED THE DELAY IN TKOF WAS FOR IFR RELEASE INTO MEM. FO SAID; 'I HOPE THAT GUY IS LNDG ON THE CTR'. I HAD NO IDEA WHAT HE WAS TALKING ABOUT AND I LOOKED TO THE L SEARCHING FOR AN ACFT ON FINAL FOR THE CTR. TWR ABRUPTLY AND HURRIEDLY SAID; 'ACR Y; GAR'. OUR TCASII INDICATED PLUS 200 FOR ACR Y; HE PASSED SLIGHTLY OFF OUR R DURING HIS GAR. TWR APOLOGIZED TO ACR Y FOR THE GAR AND HE SAID HE BECAME INVOLVED WITH SOMETHING ELSE AND FORGOT ABOUT THE ACR X ON THE RWY. IT TURNS OUT THAT MY FO SAW THE TCASII TARGET FROM PLUS 700 FT ON DOWN BUT HIS COMMENT WAS A HINT AND A HOPE RATHER THAN SOMETHING CLR. HE DIDN'T MENTION TCASII AND I NEVER THOUGHT TO LOOK AT IT WHILE SITTING ON THE GND. TCASII VOICE WARNINGS ARE SUPPRESSED IN THAT POS. IN RETROSPECT; I WISH I HAD QUESTIONED THE DELAY BUT DELAY IN POS IS NOT UNCOMMON. ACR Y SAID HE SAW US. IT'S INTERESTING THAT 2 PEOPLE IN ACR Y AND 1 IN ACR X SAW THE PROBLEM BUT CHOSE NOT TO SPEAK UP ON THE RADIO.
