CAPT OF GOV INSPECTION ACFT INADVERTENTLY FLEW OVER AN ACFT ON THE RWY DURING A LOW PASS OVER THE RWY TO CHK THE PERFORMANCE OF THE ILS.

Narrative

WHILE FLT INSPECTING THE MCKELLAR SIPES REGIONAL ILS RWY 2; WE FLEW OVER A SMT ACFT ON DEP END OF RWY 2 DURING A FLT INSPECTION LOW APCH RECORDED RUN. I HAD TOLD JACKSON FSS IN ABOUT 4 MINS; I WILL BE REQUESTING ALL ACFT OPERATING IN THE VICINITY OF MCKELLAR SIPES REGIONAL TO CLR THE ILS CRITICAL ZONE AREA. WHEN WE WERE ESTABLISHED ON THE ILS FOR THE RECORDED RUN; THE SIC REQUESTED JACKSON FSS ADVISE ALL ACFT TO REMAIN CLR OF THE ILS CRITICAL ZONE AREA (WE WERE 8-10 NM FROM THE RWY). JACKSON FSS XMITTED THE ADVISORY TO ALL ACFT. THE SMT SAID HE WOULD HOLD HIS POS. AS I APCHED THE RWY; I HAD VISUALLY SCANNED THE APCH END; RUNUP AREA; AND DOWN THE RWY; BUT DID NOT SEE THE ACFT AT THE FAR END OF THE RWY. ONCE OVER THE RWY THRESHOLD; I WAS BUSY WITH FLYING THE FLT INSPECTION PROFILE WHICH REQUIRES NUMEROUS XCHKING OF FLT INSTS; MAINTAINING 50 FT OVER THE RWY; ON CTRLINE; AT SLOW AIRSPD. AS WE NEARED THE DEP END; I SPOTTED THE FMT ACFT HOLDING IN THE MIDDLE OF THE RWY. I DID NOT TAKE DRASTIC ACTION BECAUSE OF OUR þDIRTYþ CONFIGN (GEAR DOWN; FLAPS APCH) AND SLOW FLT. I EASED THE ACFT UP STRAIGHT AHEAD TO GAIN ALT AS WE OVERFLEW THE SMT.
