INFLT ENG SHUTDOWN CREATES A NEAR GND INCIDENT AND NEAR LOSS OF ACFT CTL.

Narrative

WHILE AT CRUISE (FL290) TOWARD PHX THE CREW NOTED AN AIRFRAME VIBRATION. AFTER TROUBLESHOOTING; IT WAS DETERMINED TO BE CAUSED BY THE #1 ENG. AFTER CONFERRING WITH A MAINT COORDINATOR; THE DECISION WAS MADE FOR A PRECAUTIONARY SHUTDOWN. ZAB WAS NOTIFIED OF OUR SITUATION AND AN EMER WAS DECLARED. THE FLT ATTENDANTS WERE NOTIFIED AND PREPARED THE CABIN. ALL PERTINENT CHKLISTS WERE READ. WE LANDED AT PHX WITHOUT FURTHER INCIDENT. SUPPLEMENTAL INFO FROM ACN 207773: I INSTRUCTED FO TO REDUCE THE ENGS TO IDLE 1 AT A TIME. UPON REDUCING #1 TO IDLE; VIBRATIONS STOPPED. ADVISED CTR WE WERE OPERATING #1 AT IDLE; BUT WERE NOT DECLARING AN EMER AT THAT TIME. CONTACTED MAINT COORD AND FLT CTL. ADVISED THEM OF SITUATION AND THAT INTENDED TO EXECUTE A PRECAUTIONARY SHUTDOWN OF #1. THEY CONCURRED. ADVISED FLT ATTENDANT TO BRIEF HER CREW ON EVAC PROCS; SHOULD THEY BE REQUIRED. MADE A PA TO THE PAX REGARDING OUR SITUATION AND ELICITING THE ATTN TO ANY FLT ATTENDANT INSTRUCTION SHOULD CONDITIONS LATER WARRANT. UPON CONTACT WITH PHX APCH CTL; ENSURED CRASH CREW STANDING BY. SO REVIEWED ENG OUT PROC AND GAR. UNEVENTFUL LNDG COMPLETED BY FO AFTER ASSURING HE WAS COMFORTABLE WITH THE PROC. AFTER LNDG; FO REVERTED TO NORMAL AFTER LNDG PROCS AS WE MADE A 130 DEG R TURN OFF OF THE HIGH SPD. AS WE ONLY HAD 1 'A' SYS PUMP; I ENCOUNTERED SOME DEG OF DIFFICULTY IN COMPLETING THAT TURN WHILE THE LEADING EDGE DEVICES AND FLAPS WERE RETRACTING. THIS CONTINGENCY WITH #1 OR #2 ENG INOP NEEDS ADDRESSING IN THE APPROPRIATE CHKLISTS SO AS TO PREVENT SOME LESS FORTUNATE SOULS FROM TAKING A TRIP INTO THE GRASS. BELIEVE ME; THIS CONTINGENCY WAS NOT FORESEEN BY ANY CREW MEMBER WHILE INVOLVED WITH THE PRESS OF EVENTS IN SUCH A TIME-COMPRESSED ENVIRONMENT. PHX MAINT ADVISED THAT THE TIMELY SHUTDOWN PREVENTED SEVERE DAMAGE TO THE ENG DUE TO A SEAL INGESTION.
