NEAR RWY INCURSION AS ACR MLG PASSES OVER HOLD LINE WHEN TOLD TO HOLD SHORT.

Narrative

AFTER LNDG ON RWY 26 AT ABQ; CAPT ASSUMED ACFT CTL PER PROC FOR TAXI. GND CTL INSTRUCTED 'ACR X HOLD SHORT 35 ON ALPHA.' NOW; BEING THE PNF; I HAD ASSUMED RADIO COMS DUTY PER PROC. I RESPONDED 'ACR X; ROGER; SHORT OF 35 AT ALPHA.' I THEN REPEATED ALOUD TO PIC 'SHORT OF 35.' HE RESPONDED WITH A NOD. I WAS DISTR FROM THE 'OUTSIDE' FOR SEVERAL SECONDS OR UP TO A MIN AS POST LNDG COCKPIT DUTIES WERE PERFORMED AND THE REQUIRED 'ON GND' CALL WAS MADE TO ABQ OPS. THE CABIN ATTENDANT COCKPIT CALL CHIMED TWICE. A SIGNAL FOR ME TO PICK-UP THE INTERCOM. PIC WAS DISTR BY THE CHIME. AS I WAS ABOUT TO ANSWER THE CALL; HE LOOKED DOWN AT THE RADIO COM PANEL AS I WAS SWITCHING TO INTERCOM AND SAID 'DON'T RESPOND; IT CAN WAIT 'TILL WE GET PARKED.' THIS BEING AN ATTEMPT TO MAINTAIN STERILE COCKPIT PER FAR AND COMPANY POLICY. AT THIS POINT; I LOOKED UP TO FIND OUR ACFT RAPIDLY APCHING THE INTXN OF RWY 35 WITH AN ACR Y ON LNDG ROLLOUT AT ABOUT 80 KTS ON RWY 35. I SAID 'HOLD SHORT' AND APPLIED HVY BRAKING. OUR MLG STOPPED ABOUT 20-30 FT BEYOND THE HOLD SHORT LINE. THE OTHER MLG Y PASSED WELL CLR OF OUR POS WITHOUT APPARENT NOTICE OF OUR POS ON THE PART OF THE OTHER CREW. CAUSE?!: CAPT'S DISTR FROM HOLD SHORT TASK WAS NOT SO MUCH CAUSED BY THE FL T ATTENDANT CHIME AS IT WAS BY HIS INSISTENCE THAT I NOT RESPOND TO THE CHIME; AS HE LOOKED DOWN AT MY COM PANEL TO SEE IF I WAS SWITCHING. HIS INTENT TO MAINTAIN STERILE COCKPIT ACTUALLY CREATED HIS OWN DISTR. ADDITIONALLY; TAXI SPD WAS EXCESSIVE TO A SMALL DEG BUT NOT SIGNIFICANTLY. AS AN ASIDE; THERE WAS A PAX THAT PASSED OUT IN THE AISLE OF THE AFT GALLEY R AFTER LNDG; THUS PROMPTING THE CALL BY FLT ATTENDANT TO COCKPIT. COCKPIT SHOULD BE CALLED ONLY FOR 'POTENTIAL EVAC EMER;' OR 'FIRE' IN CABIN WHILE TAXIING. INCIDENTALLY; PIC ADMONISHED ME THAT I SHOULD SAY 'STOP' AND SEE IF HE RESPONDS BEFORE 'JUMPING ON BRAKES.' IF I HAD NOT RESPONDED WITHOUT DELAY; THIS RPT WOULD BE ON AN NTSB FORM.
