PLANNED VFR FLT FROM S FL; TO N JERSEY; WX THROUGH RTE GOOD TO WITHIN 200 MI OF DEST. PLANNED 2 FUEL STOPS. ARRIVED SFQ THE SECOND STOP WITHOUT PROBLEMS AND REFUELED; CHKED WX. DEPARTED SFQ APPROX X30 HRS VFR TO CDW; WHICH WAS RPTED INDEFINITE 1200 BROKEN; FOG; 4 TO 5 MI IN THE VICINITY. INTENDED TO LOOK AT THE CONDITIONS AND RETURN TO SBY OR SFQ IF UNABLE TO PROCEED TO DEST. WX ENRTE CLR VISIBILITY AND STARS. ENCOUNTERED LOW LAYER OF FOG ALONG COAST; MARGINAL CONDITIONS INLAND. CHKED SEVERAL RPTS AND CONDITIONS IN THE NY AREA AND DECIDED TO RETURN S FOR THE EVENING. AFTER MIDNIGHT; WAS UNABLE TO GET ADVISORIES FROM WASHINGTON FLT WATCH OR TO MAKE CONTACT WITH A FSS. VARIOUS ATIS RECORDINGS WERE RPTING LOW CEILINGS AND VISIBILITIES IN SURROUNDING AREAS. VISUAL INDICATIONS AND RPTS WERE INDICATING THAT MUCH OF THE AREA WAS COVERED WITH A LOW FOG; CLOUD LAYER WITH NO APPARENT BREAKS. REQUESTED WX AT PHF-ORF WHICH WERE IFR. HAD BEEN AIRBORNE SLIGHTLY OVER 4 HRS AND WAS CONCERNED ABOUT REMAINING FUEL. HAD ABOUT 20 MINS UNTIL INTO 1 HR RESERVE. INDICATED CONTINUED FLT INTO UNKNOWN AREAS WAS MAJOR CONCERN. APCH ADVISED THAT NORFOLK NAVAL HAD A PAR APCH BETTER CONDITIONS; I SAID I WOULD ACCEPT THE HELP AND THEY MADE ARRANGEMENTS BY LAND LINE AND ADVISED ME TO SWITCH TO THEIR FREQ. EXECUTED PAR; LANDED; STAYED OVERNIGHT. REFUELED AT THE LCL CIVILIAN FLYING CLUB AND DEPARTED FOR SALISBURY; MD VFR. WX WAS GOOD TO SUSSEX; MD; LANDED THERE AND STAYED OVERNIGHT. COMPLETED FLT TUESDAY AFTERNOON. WILL BE RETRAINING TO RETAKE THE INST FLT EXAM WRITTEN.
