ACR LGT REQUESTS AN ILS APCH FOR A MORE STABLE APCH OVER THAT OF A NON PRECISION APCH ACCOUNT ANTI-SKID INOP. TRACON APCH CTLR USES HIS DISCRETION AND HAS ATCT LCL CTLR CALL OUT THE EMER GND EQUIP.

Narrative

I REQUESTED AND RECEIVED THE ILS RWY 22 APCH TO LGA INSTEAD OF THE LDA RWY 22 APCH. I INFORMED LGA APCH CTL THAT ILS RWY 22 WAS NEEDED FOR A LONGER STRAIGHT IN APCH DUE TO WX CONDITIONS AND BECAUSE THE ANTI-SKID SYS WAS INOP WITH A #7 BRAKE CAPPED OFF. APCH CTL ASKED IF EMER EQUIP WOULD BE NEEDED. I INFORMED THEM THAT THE EQUIP WOULD NOT BE NEEDED AS THIS WOULD LESSEN THE CHANCES OF BLOWN TIRES. THE EMER EQUIP WAS STANDING BY AS I MADE MY APCH AND LNDG. THE WIND CHANGED FROM 270/30 AT 3000 FT TO 270/10 ON LNDG. THE ACFT WAS SLOWED WITH REVERSING TO 60 KTS AND GENTLE BRAKING WAS USED TO SLOW BELOW 60 KTS. I EXITED RWY 22 AT B TAXIWAY WITH 1500 FT REMAINING. THE EQUIP WAS NOT NEEDED BUT I ACTUALLY LIKED THEM STANDING BY. I TAXIED TO THE GATE WITH NO ASSISTANCE NEEDED. OUR LNDG WT WAS FOR LOWER THAN THE MAX WT WITH ONE BRAKE AND ANTI-SKID INOP. THE RWY WAS SHORT AND I WANTED AS LONG A STRAIGHT IN FINAL SO AS NOT TO PAD MY TOUCHDOWN SPD. THE WINDS WERE GUSTY BUT THE WINDSHEAR WAS VERY SLIGHT WITH THE WIND DIRECTION STEADY FROM 270 AND THE SPD SLOWLY REDUCING FROM 30 DOWN TO 10.
