General aviation instructor pilot reported a near miss while operating in a designated practice area. The instructor was unable to visually identify the other aircraft; but maneuvered away based on the ForeFlight location of the conflicting aircraft to avoid the conflict.
Narrative
While on a training flight with Aircraft X we were communicating on our local practice frequency while performing stall maneuvers traveling north. Another aircraft (Aircraft Y) north of our position was descending and traveling south. After finishing our maneuver; we were turning a 180 to stay in the area we were operating in as a restricted area was approaching. A higher aircraft descending came within close proximity of our aircraft. They were high and in the sun and never got a visual on the aircraft descending into us and never was able to get a visual. We were able to use EFB to see the proximity of the aircraft and turned a steeper 180 to avoid conflict. The other aircraft had told us multiple times that they could see us but never made an adjustment to avoid conflict. We were the lower aircraft and in the blind with the dusk sun setting to where their position was never visual. We communicated that were actively trying to avoid the conflict. The other aircraft proceed to communicate with our aircraft on the radio till coming into land at VGT.
