AN ATX PLT FELT THAT HE DID NOT HAVE A PROPER WX BRIEFING PRIOR TO LNDG. HE MAY HAVE HEARD THE WX FOR ANOTHER ARPT.
Narrative
I WAS ON A FLT FROM IOW TO GBG. 3 HRS BEFORE DEP TIME I CALLED FSS AND GOT A BRIEFING. THIS WAS ABOUT XX00 LCL TIME. THE WX WAS IFR AT THE DEP AREA AND AT THE TIME THE GBG WX WAS 8000 FT AND 5 MI. ABOUT 1 HR BEFORE DEP I CALLED FSS AGAIN TO UPDATE THE WX. DEP AREA WAS MVFR. GBG HAD NOT RPTED THAT HR'S WX. KNOWING THAT GBG HAD A CTL ZONE (THE EFFECTIVE HRS ARE XA00-XZ00 Z) AND HAVE A SCHEDULED AIRLINE RUNNING IN AND OUT OF THERE I THOUGHT I WOULD GET THE CURRENT WX FROM THE APCH CTLR. WHEN I WAS HANDED OFF TO THE QUAD CITY APCH THERE WAS A LOT OF CONGESTION AND STATIC ON THE FREQ. THE CTLR STATED THAT MY XMITTER WAS VERY WEAK. AT THIS TIME HE PROCEEDED TO READ ME THE WX. AT THE SAME TIME SOMEBODY ELSE WAS TRYING TO CALL HIM AND I MISSED THE FIRST FEW WORDS OF HIS XMISSION WHICH WAS THE TIME AND LOCATION OF THE OBSERVATION. I DID HEAR 900 FT AND 5 MI VISIBILITY WIND 350 AT 17 FLY HDG 120 VECTOR FOR ILS 02 AT GBG. SO I COMPLIED; EXECUTED THE APCH AND LANDED. UPON LNDG A PLT WHO WAS WAITING TO DEPART ASKED ME WHAT THE CEILING AND VISIBILITY WERE LIKE. I TOLD HIM AND HE SID THAT GBG HAD NOT RPTED ANY WX FOR THE LAST 3 HRS. SHORTLY AFTER THAT I CHKED WITH FSS AND FOUND THE SAME. THE PROBLEM IS THAT I'M NOT SURE WHOSE WX I WAS GIVEN PRIOR TO THE APCH. IT COULD HAVE BEEN GBG OR IT COULD HAVE BEEN MLI. THIS COULD BE A VIOLATION AGAINST FAR PART 135 FOR NOT HAVING CURRENT WX AT THE DEST PRIOR TO THE APCH. TO HELP ELIMINATE THIS PROBLEM IT WOULD HELP IF THERE WAS A GUIDE PUBLISHED WITH THE ARPTS THAT HAVE WX RPTING AND THE HRS. IN THE FUTURE I WILL MAKE SURE WHOSE WX I AM GETTING.
