Synopsis

SMT X UNAUTHORIZED UNCOORDINATED PENETRATION OF CTR AIRSPACE. OPDEV.

Narrative

SMT X WAS AN OVERFLT GOING FROM DCA SWBOUND AT 4000. I WAS WORKING ACFT AND WAS RESPONSIBLE FOR ENTIRE DULLES AIRSPACE. THERE WAS NOBODY WORKING ARR DATA/DEP DATA; SO I WAS RIPPING AND STUFFING STRIP MYSELF. THE SUPVR WAS ALSO VERY BUSY. SMT X TRANSPONDER WAS NOT WORKING AFTER HDOF; I ASKED HIM TO RECYCLE OR COME UP WITH BACKUP. I THEN GOT VERY BUSY WITH A GOOD MIX OF TFC (APPROX 8-10 ACFT). UNBEKNOWNST TO ME; THE SUPVR HAD ARRANGED FOR THE AUTOMATION SPECIALIST TO TAKE THE ARTS FROM LEVEL 1 TO LEVEL 0. THE SUPVR ASKED ME IF WE COULD DO IT AND SINCE I HAD NO ONE IN THE HDOF STATUS; I APPROVED IT. WHAT THE SUPVR AND I DIDN'T KNOW WAS THAT THE CHANGE WOULD REQUIRE A COLD START. I WOULD NOT HAVE APPROVED THIS HAD I BEEN AWARE. AS A RESULT OF LOSING ARTS II FOR APPROX 1 MIN; SMT X ENTERED ZDC'S AIRSPACE WITHOUT A HDOF. (I NEVER SAW HIS TAG REACQUIRE.) IN ADDITION; THE FLT STRIP I HAD IN FRONT OF ME WAS DIFFERENT FROM THE DEPARTED FLT STRIP AND NEVER CAME ON LINE WITH THE CTR. LUCKILY; THE CTR CTLR DID NOT CAUSE ANY PROBLEMS.
