Synopsis
Air carrier flight crew reported a critical ground conflict during taxi with a regional jet that crossed in front of them during taxi as a result of incorrect ATC instructions. Flight crew braked aggressively to avoid a collision causing Flight Attendant injury.
Narrative
While operating Aircraft X during taxi; we were cleared to taxi to Runway XXR at the [Taxiway] 1A intersection via 2; 3; and 1. Passing through the curves by taxiway 4; Capt XX had commanded the delayed engine start. I was looking down focused on the engine start procedure and Capt. XX was taxiing toward the upcoming turn onto Taxiway 1; when a CRJ 200 flashed into my peripheral view taxiing at high speed along Taxiway 1 from the right on an apparent collision course. I stated; 'RJ on the right!'; and I applied firm pressure to the brakes to avoid a ground collision. The collision was avoided; but the sudden stop attempt resulted in a hurt arm of FA XX who was standing in the galley during taxi. Ms. XX was offered the opportunity to return to the gate to receive evaluation of her injury. She denied any significant injury and wished to continue with the flight. We asked the Ground Controller about what had caused the near collision. The controller stated that he was a trainer and conducting training for a new controller and said he should have recognized the conflict and asked the RJ to give way to us. We stated that we would be filing our required reports. We continued with normal operations and departure.
Second reporter narrative
On taxi out for takeoff at approximately XA:17Z we were given instructions to taxi 2; 3; 1 to runway XXR at [Taxiway] 1A and to give way to a 737 at [Taxiway] 3. No other hold shorts or give way instructions were issued. We were taxiing at less than 10 knots; as we were taxiing on engine #2 and in the process of delayed engine starting engine #1. On [Taxiway] 3 approaching [Taxiway] 4 a CRJ 200 moving rapidly eastbound on 4 crossed in front of us. Due to the angle of taxiway 3 the first officer was the first to see the aircraft come into view and exclaimed aircraft" I looked right and saw the CRJ come into view from over the First Officers shoulder and started to brake as the First Officer began to aggressively brake from the right seat. The first officer later stated he was startled and didn't really know how hard to push the brakes as he never really uses them in normal daily operation. After the incident I queried the ground controller about whether the CRJ was suppose to give way. A trainer controller got on the radio and said it was his fault as they had failed to give us instructions to give way to the CRJ. The First Officer called the cabin and was informed that one of the FAs (XXX) was thrown into the counter in the galley and had injured her elbow and that they wanted to go back to the gate. We requested a return to the gate and after a short time the Flight manager called back and stated that XXX did not want to go back and that she felt she was just bruised. We then requested to disregard the return to the gate and continued to taxi for Takeoff."
