Pilot reported ground conflict during approach at a non-towered airport with another aircraft taking off on same runway in the opposite direction.
Narrative
On Day 0; the soaring club was operating from Runway XX due to the westerly winds and gusts. At approximately XA:30; I entered a down wind for landing on XX. SOP; we announce entry to all positions in the pattern. While turning downwind to base; a Piper Mirage took position on Runway XY for departure. I observed airplane and immediately made contact. He statues the wind were from 110 and he was taking off. I stated I was on final and he created a hazard. He didn't seem to care and stated he was taking off. I announce I was going missed do to hazard on runway with aircraft incursion. I initiated a missed approach and went around. He continued with his takeoff; as I passed overhead.Post flight; individuals on the ground stated he filed an IFR flight and surmised he was launching with a release time. ZZZ departures IFR to the west are prohibited and was possibly rushing the launch.Weather was clear and unlimited visibility; took photo to METARS station and current winds were 210@6kts; clear below 12k. Individuals who observed his takeoff stated he rotated at the numbers; XX; in front of FBO.
